This Mr Douglass retused to recommend, on the grou that it might be said he was personally interested. When Mr. Douglass became Commissioner and Mr. Rogers wis appointed Deputy the whole matter was brought to the attention of Secre tary Bontwell, who instructed Mr. Gaines, chief clerk of the revenue division in the secretary office, to examine into it, and that gentleman reported in favor of allowing Mr. Douglass and Mr. Rogers a higher compensation than they bad reccived—in other words he tound that they were graded too low, and not in accordance with other collectors who collected about tne same amount.
