Orders, accom- panied by the money, should be sent to the busi- bes oftice of the paper. 22+ Secretary Boutwell on the Political Situation. ‘The speech of Secretary Boutwell in North Carolina yesterday claims attention as th the campaign. It ts anef d service for the administration, argumentative, and bristling idata to make a good showing, cial poliey of President ct of course upon which the Sec- Tetary is qualified to speak. Mr. Boutwell de- fines that policy to be: The faithfal collectio: the ef the pui public expen © credit. crest account;) the reduct finally, sumption Moment ic revenues; reduction of the lishment of the redaction of the ion of taxation, and, preparation of the way for the re- specie payments st the earlics consistent with the uninterrupted Prosperity of the country. It wi be difficult to refute the facts ana ar- brought forward by the Secretary to show the great degree of success with which the ration has carried out this policy. [t cted the carelessness and fraudulent practices under which, in Johnson’s administra- tion, such losses were experienced in the collec- tion of the revenue. The gain in this particular for the country in the first tnree years of Grant's administration over the last three of Johnson's Was $105,202,632, equal to an advance of {7 per cent. In this connection Mr. Boutwell makes a telling stroke. He points out that the large por- tion of the losses under the Jobnson administra- tion was due to circumstances we are now invited ° leago’ Of Biake against Blake. The testimony in the | suit bas thus far turned out to be rather anin- teresting for the public in that section, who j like their domestic scandal served up red hot } and highly spiced. They are accordingly rather disgusted to find that the Blake case develops nothing more interesting than the facts that Mrs. Blake and Mr. Thompson, on certain occa- sions, walked over to the Winnetka beach to see the moon rise; that, on one occasion, Mrs. Blake was seen bya servant girl talking to Mr. Thomp- son with her hand on his shoulder, and that ans other servant girl beard Mrs. Blake call Mr- Blake a fool. This moon-rise business seems to have been a weakness of spooney Winnetkans, and as Mrs. Blake was sentimental and gushing, and Mr. Blake was matter-of-fact and practical and didn’t care to see the moon rise on Lake Michigan, or anywhere else, she was compelled to accept the escort of Thompson. Between the Rev. Mr. Thompson, who gets hatcheted by a jealous lover for kissing a plump widow; the Rev. Mr. Browne, who is in trouble tor shooting children on Sunday who pilfered bis fruit; and the Rev. Mr. Vickers, who, by his War on newspaper men, seems to be a jackass on general principles, the.clergymen of Cincin- nati appear to be im rather a bad way, and the Paintul question comes up whether they duly Teprésent their flocks. = ooo We are harassed by the conflicting statements of our morning cotemporaries in regard to the locality in North Carolina where Mr. Boutwell last night opened the campaign. The “Special Dispatch to the Chronicle” dates the speech at Morgantown, and the equally special dispatch to the Aepublican locates it at Greensboro. Between the two we don’t know, you know! panic 296+ Wesleyan University has taken the lead of New England colleges in throwing open its halls to both sexes. It ts | to be observed that the average rate of taxation | Guring the first three years of General Grant's i Administration was very much less than the | } g Mr. Johnson's administration, for, ough reductions were made in Mr. Jobn- ‘s time, the first of these was in July, 1366 By the act o/ 6, INTZ, the revenue derived | from customs is reduced, by estimate, in the 7¢1, and internal taxes $20,651,000, f $51, The duties are | | Femoved entirely trom tea and cotfee, from | many other articles of necessity, or which enter into the manufactures of the country, while the Gemands of the internal revenue system are limited to liquors, tobaceo, banks and bankers Proprietary medicines, and stamps upon checks | Under the new system the people will be exempt entirely from all direct taxation by the nationa! government, and will never more see the face ot the tax-gathberer. It needs no argument to svow that ail these measures combined concur | in aid of the policy of the government to bring the paper money of the country to par with coin at the earliest possible moment. In this con nection Mr. Beutwell points out that if Greeley is elected and should undertake to carry out hi= Tribune ideas in regard to the resumption of specie payments, bis policy “would end in dis- asters such as the country has not witnessed since 1°S7, ard if Mr. Greeley is pledged to any- thing it is to the inauguration of this policy, if unhappily he should be placed at the head of afair: On cther points besides the financial question Mr. Boutwell made effective arguments; and especially to the Southern audience he was ecalin[ with, when he told them that in the Nerth the democratic party is known as the re- actionary party. A democratic majority in the south, or in any state of the south, is accepted, not by republicans only, but by democrat: as well, as @ declaration that, in the district of country represented by that majority, neither immigrants nor capital will be safe.
