Orders, accom- panied by the money, shouid be sent to the busi- ness office of the paper. oe The public school teachers’ salaries for July and Angust have, under the law of October 11, 1567, heretofore been paid at the close of the school term. Last Monday the teachers of the first district met by notification of Treasurer Cowen at Franklin School for the purpose of Feceiving their money, but it was not fortheom- ing. The reason for the hitch is that Controller Baker bas refused the usual warrant because one of his subordinates is big with the idea that he has found an old law whose operation Would make the payment illegal—a law which, if construed strictly, would prevent any pay- ment for the vacation months on the ground that the teachers were not employed during these mouths. The matter has been referred to Dnstriet Attorney Cook, whose written Opinion was promised to be given to-day. Inas- h as the law above quotedexpressly provides t the anzual salary shall be paid in ten eqnal instalments, and prior to the law, the mayors of the city have for years acknowledged the justice Of the principle, and paid the teachers when the year's work was done, it seems rather a queer legal resurrection just at this time when so many of the female teachers are detained here waiting for their money. Governor Cooke will doubtless set the matter right when his attention has been called to it. —_—__-~e--_______ Tae Ormse Sine or tae Eicnt Hove Quvestion.—An address “to the intelligent Workmen ef the United States” just issued by what is called the employer's executive com- mittee in New York city sums up the labor con- troversy in temperate but forcible and sugges- tive language. It is hard to see how such argu- ments as are advanced in this little pamphlet are to be controverted—namely, that the demand for eight hours’ labor with ten-hours’ pay could not be acceded to unless manufacturers should advance the price of their goods—that such an advance could not be maintained, on acceant of competition—that a reduction in the hours of labor snd a cortesponding increase in wages would compel many employers to discontinue business, especially those who are forced to compete with foreign manufacturers—that if the change demanded by the trade-unions were made general, the result would be a decrease of One-tifth of the country’s products in the neces saries and comforts of life—and that the per- sons who would suffer the most from the conse- quent scarcity and the increased cost would be the workingmen, whose only source of income is the weekly pay-roll. Another strong point in the address is the statement that “nearly ali the employers in this country have commenced life as workmen, and their places are to be filled again from the ranks of the workingmen,” bat itis pretty strong!y intimated that no journey- man can hope to advance his prospects et pro- amotion by less labor tham he has been in the habit of performing. ————— ‘The W gton STAR speaks of Gen.
