Orders, accom- panied by the money, should be sent to the busi- ess office of the paper. —+202-— The Glorious Fourth passed off quietly in this city—that 1s with the exception of the fire- cracker nuisance in rather an aggravated form. The juveniles either didn’: know that Major Richards had forbid the use of ganpowder in this shape, or thought he didn’t mean it; and the popping of these combustibles was fast and ftur‘cus for the twenty-four hours of “Independ- ence day." Luckily no conflagrations followed, though the roof of a frame house in South Wash- ington took fire from a cracker thrown upon it and was extinguished with some difficulty. The celebrants of the day in the city were mostly colored people, who bad a Sunday-school de- monstration and various paraies by society or- ganizations. The white folks who celebrated did so by excarsions into the country, down the river, &c. Very good order was maintained at the day, and business was generally —————_-<ee--___ ‘The English lock-out contest in the building trade between the masters and men is still main- tained with uncertain results. A lock-out, like @ strike, can only be efficacious if it is general, and the masters do not seem to have taken the trouble to ascertain in advance whether the majority of small firms were in a position, or in & mood, to co-operate in such a measure. They had a notion, moreover, that the masons, plas- terers, &c., could be separated from the carpen- ters and joiners, but at this moment the union between all branches of the workmen seems perfect. It is so perfect that the concord be- tween the men is doing more to make the iock- out universal than agreement between the masters. Great contractors, who meant to goon with certain portions of contracts, find them- selves brought to a complete standstill. The great hope of the mastersin such circumstances is their want of hope. If they yield, it mast be ‘an unconditional surrender, and is sure to be followed by other demands against which they will have less means of standing out than they Bow have. The nine hours’ schedule will soon be followed by one of eight. But the current is allon the men’s side. At the time of the great Neweastle strike it was pointed out that the method then adopted, and the success gained by the men, must largely influence the relations of employer and employed all over England and in every branch of labor.
