EV NG STAR. CROSBY 8. NOYES......Editor. Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: The Star By Mail. Persons leaving the city for the summer, or any portion of it, can have Taz Star mailed to their address for such time as they desire, at the Fate of fifty cents per month. Orders, accom- panied by the money, should be sent to the busi- nese office of the paper. — The House of Delegates made a mistake yes- terday in passing the bill giving the contractors for the erection of the Jefferson School Build- ing $10,000 extracompensation. It is atoo com- mon practice for contractors for school build- ings to underbid their competitors, and take the work at a low figure, with the design of getting relief bills passed for their benefit after the work is done. This is unfair to the bona fide bidders, who are willing to do the work at a fair living price, and ask no extra compensation- in this case the precedent established by the House of Delegates is a bad one, for we hear that the contractors for three or four other school buildings are preparing to putin demands for extra compensation on the same grounds. Impliedly this sum of $10,000 isto cover extra work, but we are told by the proper supervising authority on the part of the School Board that the amount for extra work is definitely specified, ‘and fully covered by the amount of $500. The contractors, we are informed, have done a good Jeb of work, in accortiance with their contract, but have no claim for over pay, (beyond the #500 named,) as they are experienced builders, and fully knew what they were about in seck- ing the contract on the terms of their bid. —_—___ -+ee--____ A writer in the Springfield Republican urges upon the democracy the nomination of Charles Sumner at Baltimore for President and William Groesbeck for Vice President. His reasoning is rather-plausible. The democracy, he says, is now unsanguine and inert in view of being called upon to support candidates, both repub- licans, and neither of passable qualifications for their respective offices. What was wanted and what Cincinnati failed to give was: first, a statesman, and in the second place a candidate who could draw the largest following from Grant. Charles Sumner fills the bill, according to the “Jefferson Democrat” of the Massachu- Setts paper. He is a statesman who has never known defeat, who could rally every recusant republican in the Union; one whom Carl Schurz and the Germans of America, now cold and almost indifferent, would support with an enthu- Siasm without bounds; one who alone of all men could draw the colored vote away from the nominee of Philadelphia; one whom the bolting free-traders would readily accept; one for whom the northwest and New England would be a unit; and one, too, who was first ushered into the high public station he now holds by democratic yotes. This is all very well, but too late. The Baltimore convention is already committed to Greele see In «chafing sort of way London Punck is a | good deal of a reflex of English public opinion, and the following is the style in which the Lunebback presents the treaty-matter: Meantime the Treaty’s done for; And all's well well that ends; ‘Till the White House is run for, Parties must please their friends. That fixed, in happier season Fish may resume the flor, And to quiet row by reason Invite JonN BULt once more. Till then, sans fame or frothing, Our terms will stand the sam For Indirect Claims—norarm: For Direct ones, HALF YOUR CLAIM. Considering that Gladstone is afraid to move a step in the treaty business lest he should im- Peril his official: position, it is rather cool for Punch to insinuate that the hitch in the nego- tiations is due to President-making on this side of the water. Asto taking “half” our claims for direct damages, Punch doesn’t seem to be aware that his government has offered to pay the whole. —_—_++0e- ‘The Boston jubilee seems to be an improve- went upon the “hub’s” previous big nfusicat demonstration, but the audiences are not up to ing mark. The curious scene is pre- Sented of an audience less than a third the num- ber of the performers. A great many season tickets, however, have been sold, and the at- tendance will doubtiess improve. The perform ance of our Marine Band are a good deal praised. ee ‘The expulsion of the Jesuits from Germany is virtually accomplished. The vote Monday in the Reichstag is decisive of their fate. It seem$ a harsh, unchristian act in this enlightened age to place any class under the ban of the law who have been guilty of nothing which public senti- ment recognizes as crime. But the Jesuits ap- Pear to have sought this contest with Bismarck, and the result is not surprising. “As goes Extra Billy Smith so goes the Union;” but now the Greeley papers aver, “Who cares what Extra Billy Smith sa; does, WERE WILL BE A MEETING OF THE (UUNG MEN'S KEPUBLIOAN CLUB at poroins Sane hahor sted. is reques NK T.
