Yesterday all the trainson the Alexandria and Washington railroads passed over the new Long Bridge, and the Alexandria and Fredericksbarg and Baltimore and Potomac trains used that portion of the Alexandria and Washington rail- ead lying between the Long Bridge and poor bouse ane. s-seb DMENT OF CRIMINAL Laws— Suggestions of Judge Snell.—On the opening of the Police court this morning Judge Snell remarked that, as he saw some of the members of the leg- islative assembly present. he wonld take occa- rion i attention to the laws in relation to punishment cf minor offences, which he hoped to see revised. The ordinance against public prefanity had often been commented upon by strangers, and in conversation with our national Prorosrn A» & legislators in the Capitol, some of them had re- marked that sneb an ordinance was a scandal. No suc im his state nor any the mew of. As the law now stands, fined for profanity, the fundamental cause of the offense im most cases is fntexication. The law could be so modified as to couple with profanity the offense of disorderly condact or drunkenness, which is in most cases identical. The impre goes to the world that we are a very profane people, or that we are setting np for ourselves a standard of extra morality. He never heard tess public profanity in any city where he had visited than in this city. The marks he made were informal, but it had oc- curred to him to make them, as he saw some of the members of the assembly present. Messrs. Wall and Bond replied that they saw the force of bis suggestion, and promised that the attention of the proper committee would be given to the subject. ‘The judge said there was another defect he had emitted to mention. Under the ordinances of the old governments of the levy court and the cities of Washington and Georgetown, dif- feré@ut penalties were prescribed fur the same offence, which he suggested might be made uni- form. The charter of the company requires it to carry rs between the termini of its maia line between the termini of its line and ches for a fare of five cents. The branches ntinuous connection with the mn line. so that the passengers have to be ferred trom or to the branches at the junc- tiens. He had no doubt but it is the right of the company to make all reasonable regulations a= to the transfer of passengers. The require- ment that passengers holding a transfer ticket shall enter the car at the junction is a reason- able rule, and he thought it was competent for the company to make it. If, however it should appear that the plaintiff was approaching the {unetion at the inte:section of 15th street and ‘ennsylvanta avenue, for the purpose of enter- ing @ passenger car which had just started, and was not yet going faster than a walk, he did not think it was an infraction of the rule. Each case coming under this rule must be judged of by its own circumstances. Passengers holding transfers cannot get on the cars anywhere they please. Eyrne—to answer it for him, went to a bureaa ‘fawer, and taking outa box of pills, swallowed the whole of them, 22 in number, remarking to his triend that it would be soon over with him. Drs. MeCiain and Dexter were calledin and did all in their powerto save bis life, but failed, the quantity of poison in the pills being 11 grains of morphin + lingered until near midnight. ). The deceased was a large and fine looking man, about 56 years of age, and was well known in this city, where he has spent considerable time within the last few years. Yesterday afternoon Sergeant Seibold, of the sixth preeinet, with three or four officers, searched a house corner of 10th and N streets, where it was supposed Jenkins (who was charged with the murder of his wife, with a butcher's cleaver, as stated in THe Star of Toe:day,) was secreted, but failed to find him. Lieuten- ant Jobnson’s officers yesterday morning ob- tained information that he was in the woods on Mr. Corcoran’s farm, and during the day the grove was searched thoroughly, and traces of the fugitive found, but he managed to elude the officers. About £4 o'clock last evening he surprised the officer in charge of the sixth precinct station bouse—Mr. J. W. Gunnell—by appearing in t office, stating “My name is George and I come to give myself up.” Sergi bold was present, and said that he was the part they were locking for. He was then searched, and @ silver watch and twenty-five cents were found upon him, and he was locked up, but not until he bad stated that he had been out on the Corcoran farm, and came from there to Merid- ian Hill and thence to the city, and that he was hungry, and tired of hid few minutes thereatter his brother came in and asked if George had given himself up, and, being an- swered in the affirmative, left the station. The fact that he was in custody was tele- graphed immediately to police headquarters, where the prisoner was subsequently taken by Sergeant Seibold and Officer West. While there he manifested no desire to speak on the subject of the murder, and at times seemed to be in an uneasy mood, sitting and stroking his face while his eyes were downcast. Said he knew he had done something, but it was indistinet on his had been drinking previous to Monday night. About 11 o'clock, Dr. Hartigan having left a commitment at headquarters, the prisoner was sent to jail, where he now is. THE PRISONER IN JATL. About one o'clock to-day his brother Robert called to see bim, and on his being brought to the gate Kob- ert shook ‘bands with bim and asked {t he had y preferences as to a lawyer. George replied: but you nced not trouble yourself about me; don’t grieve about me; I ami but one man, and the law (or Lord) will take care of me.” The brother then left, after giving him some tobacco aud promising to see him soon. It is understood that his friends have retained Mr. A. G. Riddle as his counsel. Some six months ago he had made @ brutal assault upon her, for which he was committed to jail for sixty days, and she had paid his fine on his solemn promise to do better, but now he is worse than before. The judge required him to give £500 bonds to keep the peace. In the case of John T. Cumberland, ¢barged with carrying on the business of auc- tioneer without license, by selling tish at the wharf. as agent for Messrs, Gibson and Knight Brothers, the judge stated that after a review of the facts and the law he could not hold Cam- berland to be an auctioneer under the definition of the act, and dismissed the case. ° Tue “Socrat Evi.” AGAtx.—Argument of Mrs. Spencer before the House District Committee. Mrs. Sara J. Spencer, by request, appeared betore the House District Committee this morn- ing, to argue against the clause in Senate bill %-4. which empowers the board of health «to make and entorce regulations for the prevention of contagious and infectious diseases” ec. She said the language, ‘to make and enforce rega- lations,” is absolutely unlimited, and applies not merely to small-pox and diseases of a kin- dred nature, which reach perhaps one individual in several hundred thousand, but to that other and more fearful poison which is destroying the life of the nation; which reaches alike innocent women and helpless children. The ‘contagious diseases bill” in England, under which the social evil e measure was adopted, and against which the noblest women of England and hosts of others are still contending, was passed exclu- tively in the interest of men, for their protection in vice, at the expense of’ untold shame and degradation te women, young gicls, and even children. The subject is undoubtedly a proper for legislation, but it should be careful re, wise, calm legislation which reaches , instead of providing for effects. Mon s Jeguiate upon this subject with the thonght of their own wives, daughters and inno- cent children present to ‘aid them. To give unlimited power in this direction to a small bocy of men whose minds are already prejadiced in favor of the most dangerous and fatal theories is unwise and unsafe. Mr. Campbell and Mr. Piper, of the Honse of Delegates, appeared at the same time against the bill, saying they were willing to give careful and respectful attention to the measures pro- d and desired by the board of health, but were unwilling that the board ghould, by such strong and absolute language, be constituted into a legislative body. V. Tompkins, was examined y Mr. Vashon trom 2¥ to 6x o'clock. ‘The pupils were of the first primary and third sec- ondary grades, and the examination was a rigid one, but they stood the test well. Mr.G. F_T. Cook, superintendent, examined the intermed ate school in thesame building, under the charge 1 Mise Randall, for about five hours. ‘The pu- pils here were of the first, second and third ‘in- termediate grades. ‘The reading was excellent. Tn arithmetic they were nearly proficient. The teacher deserves credit for the general deport- ment of the children and the degree of excel- lence shown by the scholars. “She Sleeps in the Valley,” by Sally Moore, with schoo’ in concert, was rendered with good effect, retlect- ing credit alike upon scholars and their music teacher, Mise Arnold. Mr. Henry Jonson, president of the board of trustees, congratulat the teachers upon the success ‘which attended their efforts, and the scholars for their deportment.
