EVENING STAR. CONGRESSIONAL. Conciasion Yesterday’s Proceedings. SENATE.—After our report closed— THE GENERAL AMNESTY BILL being under co1 Mr. Morton moved an amendment Eee that before any person shall be entitled to the benefit of amnesty he shall take oath that he das not within two years been a member of either of the associations known as the Invisi- ble Empire, the White Brotherhood, the Consti- tutional Union Guards, or any branch of the organization known as the Kaklux. r. Ferry (Conn.) asked of Mr. Sherman what prospect there was of securing amnesty at this session when Mr. Morton upon every occa- sion sought to amend amnesty bills by restric- tive and obnoxious provisions? Mr. Sherman said of course it might be deemed necessary to throw proper restrictions around a bill. Mr. Trumbull said that when Mr. Boreman, one of the earliest and most persistent advo- cates of amnesty, had moved to take up this bill, he had been much gratitied, but it seemed now that, like its predecessor, it was to be tam- pered with and killed off by indirection. He taid that to style Mr. Sumner’s billa civil rights bill was a mistake. Va.) moved to amend by in- serting seventy-five cents. Agreed to—ayes, 50; noes, 78. Mr. Dawes moved to insert, “On culm coal fifteen per cent. ad valorem.” ’ Agreed to. Mr. Duell (N. ¥.) moved to amend the line making the duty on salt eight cents per one hun- dred pounds, by striking out eight and inserting twelve. Mr. McIntyre (Ga.) moved to strike out the paragraph and put salt on the free list.
