SENATE .—After our report closed— ‘THE DEFICIENCY APPROPKIATION BILL was then proceeded with, the question being on the amendment reported by the committee on appropriations. in reference to equalizing the pay of men employed in the government work- shoge under the eight-hoar law. amendment of the committee was rejected, and the section was agreed to substantially as it came from the House, ing that the proper accounting officers be, and they are hereby, au- ‘ized and required, in the settlement of all accounts for the services of laborers, workmen and mechanics employed by or in behalf of the government of the United States, from June 1868, to May 19, 1869, to settle and pay the same without reduction on account of the reduc- tion of the hours of labor by the eight-hour law, when it shal! be made to appear that that was the sole cxuse of the reduction of wages. It also makes a sufficient appropriation to pay these claim ‘The question was then taken on concurring inthe amendment limiting the jurisdiction of the Court of Claims as to suits ‘arising out of the rebetlion nd known as ma mi t= ment. whe was nonconm le moved an amendment a) 00 for compensation to members of the Leg- il of the District of Columbia ropriating tt moved as. an amendment, the bill citizenship upon all resi there.
