EVENING STAR. CONGRESSIONAL. “Conciusion Yesterday's Proceedings. SENATE.—After our be we closed—the de- ropriation bill being under consid- he question was taken on Mr. Sher- man’s amendment to strike out the provision that judgment of the court of claims, in form of Suits arising out of the rebellion, shall not be satisfied unless an appro — for the same is made by congress, and it was carried—ayes 27, noes 17. -huysen then moved an amendment to the amendment of Mr. Alcorn, just adopted, » following words: “in which it snail not given aid or comfort to the rebellion.” Mr. Alcorn said the adoption of this would destroy the eftect of his amendment. ‘The amendment wasadopted—yeas 22, nays 19. Mr. Bayard offered au amendment to the amendmcrt, which was adopted, providing that proof of loyalty to the United States, or of not giving aid and comfort to the rebellion, shall not be reyuited of any party toa suit, cognizable by the cour’ of claims, founded on contract with the United siates, entered into since the sup- pression ot the rebellion. Mr. Alcorn moved an amendment, “and proe vided further that on any judgment’ heretofore rendered in favor of ciaimacts, in which the question of loyalty was not passed upon, the court. on the application of the claimant, may certify as to the question of loyalty as shown by the evidence on record.” Agreed ‘The question then being taken on the amend- ment oi Morrill as amended; it was adopted —ayes 22, nays 17. Mr. Willard beid that te be entitled toaidfrom this government, Dr. Howard must be able to show that he was in some way identified with it and ha harged some of the duties of a citi- zen under it. He considered that Dr. H.had no more claim upon this government than any other citizen of Cuba. Mr. Peland argued that the doctrine of the resolution was wholly un-American. It had been the old doctrine that a man always owed allegiance to the country of his birth. This had been partially abandoned by the governments of Europe, but our country was the fi ——_ it. itizens. Mr. LM yers maintained tha Dr. Houard had always professed his American citizenship; had been born in the United States, educated in the United States, and carried with him to Cuba the inspiration of American principles of liber- ty, and he was there known as “the American Licmeopathic physician,” and under the treaty with Spain he wasentitled to the protection of our Tnment. ‘The concurrent resolutions of regret at the death of Professor Morse came back from the Senate with a verbal amendment, and, on mo- tion of Mr. Cox, (N. ¥.,) the House took up the resolutions and concurred in the amendment. Mr. Bingham (Ohio) offered an amendment to the Houard resolution by adding, in effect, unless it shall appear to the President that the treaty of 1755 has been fully complied wit! that he bad been convicted under the provisions of that treaty.
