Kall writes to the Patriot a three colemn article to show why that filthy nuisance the canal should be perpetuated. With entire respect for the doctor, we must confess that we have only new finished his article, taking it by col mn instalments daily. And we will just bint to him.as he has something to say about “editorial squibs,” and ‘flippant paragraphs,” that if be wants to be read by anybody bat Ross Winans ¢nd Barnacle Severson—who on the “tiekle me, tickle me, do; you tickle me and I'll tickle you” poliey, will probably follow him—he must, in this age of short-cuts and high-pressure action, put bis ideas into a good deal less than three columns. ‘We must concede that the doctor does not insist that the canal shall remain in its presen; m of festive filthiness. He proposes to s acurrent of water from Rock Creek; but he does not seem to be aware, in the eagerness with which he mounts his hobby, that his ptan isan exploded idea of the past; one of the long suc_ cession of unfeasible projects that have been attempted or suggested during the last half cen- tury. The Rock Creek plan, the tide-gate plan, the causeway plan, the dredging plan are among the long list of failures that strew the wretched ditch from one end to the other—necessarily failures when the attempt is made to deal witha sluggish cess-pool below low water mark, a mile and a half in length, and with several angles in its course. He does not seem to be aware of the frolitic nature of our canal literature for the yast twenty years, and that about everything that can possibly be said on the subject has been repeated again and again. Certainly not less than twenty-seven elaborate reports have been wade upen it, tosay nothing of the exhaustive essays we are favored with in the mausoleum newspapers of the day. Dr. Hall is not a vain or pretentious man, and therefore it must be that in pronouncing his ez- cathedra dictum that the “very fountains of oar healthfulness will be destroyed” by filling up the canal slough, he was unaware that anthori- ies quite as high as himself have come to con- enate Committee on the District of Columbia had the canal matter an _r consideration, and invited suggestions and plans from various scientific men for the abate: ance. The pulrescence of the organic liq aids and deposits in the open sewers and bottoms and beds of streams in ali weathers, and the evolution of noxious xases therefrom, lead to therensible contamiua- t pt the surrounding atmosphere, and com: - quently decreases the purity and healthiness of the air, and the discharge of sewage matter into streams aud suall rivers pollutes the water by the mixture of much organic matter in a state of active putrescence. Analysis gives fifteea to eighty grains per gallon of susfended matter, and thirty-five to seventy-six grains of dissolved matter, of the sewage oi large towns. OF the former about thirty-five per centum is organic, and of the latter about twenty-eight, per cen‘ tum. The organic matter consists of tegetable and animal ther, with asoluble extractive in a bigh state ot decemposition. The organic co stituents, give off such an abandance of foul gases, that they are a constant source of annoy- ance. These gases consist of about seyenty-three per centum ef light carburetted hydrogen, six- teen per centum ef carbonic acid, tenof nitro- races of sulphuretted hy: nd a putrid, organic vapor that ee Offensive.
