“EVENING STAR. «Rosny 8. NOYES Largest Circulation in the District Reading Matter on Every Page, WASHINGTON CITY: seeee-FPebraary 19, 1873. “When will the Point of Rocks railroad be fnished?” is a conundrum seriously pro- nded by the Sunday Chromicte. Bless the innocent soul! of our cotemporars! doesn’t it know that there is no suck road in existence? The whole thing tsa myth, of the | most unsubstantial sort,—a hoax, of the hugest Proportions, which may as well be exploded now | & any time. To be sure, there was an idea once entertained that a road would be built from this city to the point indicated, and one time when news wa ce, and we were ina jocular mood, we published what purported to be an account of the work already done on the line, and how little yet remained to be done until the ears would | come whizzing into Washington from the north- west. Bat the whole thing was a joke. We are sorry if any one was deceived by it; but at the same time we do not sec hew any one could be. ‘The public was given to understand at the time | that the undertaking was “under the enterpris- ing ang energetic management of Mr. John W. Garrett”; and everybody knows or ought to know what that means when applied to any- thing that tends to benefit Washington. It was notice to all the world that there was “nothing | in it,” as Mathews says. We are surprised and | mortified that a newspaper man should be taken | in so easily s20e- The Straw ANAL Boat Prontew! Not Yer | Seiven—The New York legislature, it will be | remembered, offered a prize of $100,000 to any | inventer who would devise a better and cheaper plan of canal navigation than those heretofore nuse. The commission to consider the subject | have just sent their report to the assembly. So | tar, they say, no one has merited the reward, although about seven hundred projects of new motive power for canals, or new applications of | old motive power, were sent to them and care- fully considered. The steam canal boat Cath- cart of this District was one of the competing beats, but, in the opinion of the co: ission, does: not fultil all the required conditions. The engi- | neer of the commission, Mr. Green, in his report shows that a properly constructed steam canal Loat could be navigated at one-half the cost of the horse-power now in use, making trips in the time now required. In other words, twice the amount of freight could be transported et an aggregate cost less than that now nm - sitated; but to do this it is am indispensable con- jon that a depth of seven feet of water be maintaiged throughout the caital. Itisencourag- tng to huow that this is among the possibilities, It is not merely a steam canal boat that is needed—a cheap tow which would lead a half fozen er more boats would be quiteas desirable. TREACHEROUS APACHES.—We have seen of late more characterestic of the treacherous Apaches than the following tele- graph item to the Associated Press from San Francisco : The Apache Indians who stole government horses (fom Ca cDowell, Arizo nd de- serted the reservation, have sent in a tlag of ce, and asked to be allowed to return and reecive rations. On being told that they mist return the stock and surrender the thieves, they went back to the mountains.” This admirably iMustrates the nature of these red rascals, and the folly of placing any conii- dence in their professions of peace. They will gladly receive any rations the government may give them, and in turn, unless kept under the sit ctest surveillance, run off government stock and rob and marder imevery direction. A firm military control of them and speedy punishment of their Will alone keep them t peaceable. swoe- About ‘the most impudent thing ey ever noticed here is the attempt of a set of ward loafers, dis- appointed contractors, office-seekers, and bam- mers generally to “regulate” the selection of delegates for the national convention in Phila- delphia through the agency of uncalled and un- announced “meetings,” in some of the districts, of a dozen individuals; and by marching about | in a body to other meetings in districts to which | they do not belong to pack them with their own gang of strikers. | The illustrations of this sort of disgracefa; Procedure have been so bare-faced in the 4th, Ith and 2Ist districts as to excite general dis- | gust and a determination by decent republicans to utterly repudiate the action of this impudent and riotous gang. ——— | The signs multiply that there is to be a More | rigid enforcement of the law against murderers | in New York. The execution of Buckhout(guilty | of adouble murder) on Friday last, will show | the dangerous classes that hanging ts not “played | cut,” while the able opinion of Judge Brady | refusing the application of Foster, the car-hook murderer, for a new trial, demonstrates that | inebriety is no longer to be an excuse for crime im that state. That judge traly expresses the | Sentiments of the order-loving portion of the | community in holding a culprit responsible for all his acts while he is voluntarily under the m- fluence of alcoholic stimulants. To hold the | oppesite is to encourage drunkenness and the | ¢rimés to which it leads. | of the most prominent figures | Sol | Ter eetes W MORNING Soni M. Rowher, who was recently elec'od to the Freich Assembly frem the island of Corsica, took bée seat in that body on Saturday. Ths cable telegram announet tes that “the entry of Rouber attracted extraordinary attention from the members.” This is hardly to be wondered at, considering the fact ‘bat M. Rouher was President of the Corps Legisiatit under Napoleon, and isan olftspoken imperialist. It is understood he will place himself in direct opposition to the policy of M. Thiers, who bit- terly opposed his election. M. Roaher was one i the Second Empire, styled, indeed, the “ Vice Emperor,” and is supposed to be fully in the confidence of the ex-Emperor. Dnring the campaign which | resulted in his election he was outspoken against the present regime, and avowed that his naw was symbol,” and his candidature that of «a friend of exile and misfortune.” He invoked the “mobleness and just pride’ of Corsica to | place him in the national legislature as the champion of a cause which has scemed des- perate, but which he plainly hinted was far from hopeless. Take this in connection with the additional fact which comes by cable from Paris, that -‘the activity of the Bonapartist, agents, who are intriguing throughout France to secure the return of the ex-Emperor, creates some excitement in parliamentary circles at Versailles,” and it looks as if Victor Hugo ma: not be so far out of the way after all i the first portion, at least, of his prophetic programme for the future of France, a characteristic effusion which followed close upon his discomfiture at the polls. It | sets out with the assertion that “ Napoleon the Little bas been surpassed by Thiers the Very Little.” His usurpations have paved the wa: M. Hugo says, for theeoming returnof Napoloon IIL., whose reign will be brief and bloody. “a grand popular uprising will put an end te Bo- napartism forever.” Gambetta will rule over an Arcadia, in which every one will have as much money as any one else and every one will | be learning “‘to read and shoot.” When the latter accomplishment is mastered, revenge is of course next in order. Terms of peace will be dictated in Berlin, the natural boundary of the Rhine will be the first condition, a full indemnity for the war to be and the war that has been will be paid, and France will be happy forevermore. ———— ‘ST. This sort of leniency makes Washington the paradise of the swell mob, and it speaks well for the vigilance ot our police that no more depredations are made by the visiting thieves. The Chicago fire department i is evidently in a demoralized condition. The commissioners have not yet got through trying Schanek, the assistant chief marshal, for bribery, drunken- hess, Xc., when charges are preferred against Chief Fire Marshal Williams, of drunkenness, carrying beer into an engine-house, disorderly conduct, inefficiency, accepting bribes, &c., &c., and he in turn presents numerous charges against his subordinates. With such a fire de- partment ft is mo wonder the great fire gained the headway it did.
