WASHINGTON CITY: o-e+ Pebruary 16, 1973. | The hard-headed old demonstrator of un- pleasant facts to John Bull, who has figured for years as @ contributor to the London er the initials “S. G. 0.,” has a re- © paper in the January number of ¢ Bar, setting forth some startling conclu- sions in relation to the signs of a coming up- beaval in England. He begins with the em- phatic statement that he views the present con- dition of things In Eng and “ with more appre- hension than he has ever felt with regard to any threatening of peril to the nation,” and goes on to say that “there is a groaning and a travail- ing from beneath, which speaksin no mistakable veice and works with an upheaving force, already indicated by clearly-marked fissures—a threatened rending of almost every element of our political and social ground of health;” and that “it is now quite clear to every thoughtful man that the events of the day, and all they predict for the future, must strain the utmost power of the constitution to withstand organic changes which will affect it to the very soul, It is all very well (he adds) for writers and orators to say: ‘Granted it be so; the vessel is very strong, well-manned, an able pilot at the belm; she has riddem out many a storm, asd will not fail to ride well through all which may now threaten.’ The question is, how far age has weakened her ancient frame; how far wholesome repair bas been neglected; had she ever yet such breakers ahead or to leeward: is there any pilot living with experience to steer amidst the dangers which now threaten us— dangers so novel that he may search the chart of all history in vain to find a safe course record- ed?” For some years past England has been a nation more ruled than governed; statesman- ship has played a waiting game in the matter of social evils, and the result of this halting policy is that “the masses are losing all respect fer the powers that be.”” The writer proceeds to apply the scalpel with a firm hand to the blunders and misdeeds of the | governing class in England, but the indictment preferred against the English rulers is too long tor our columns. ‘The fact that such opinions are freely ex- pressed in the leading journals and magazines of Great Britain is significant of danger appre- hended there by those weather-wise in the mat- ter of popular storms. The election in New Hampshire takes place | on the 12th of March next, and that in Con- | neetieut on the Ist of April. Notwithstanding the impertance of these political contests— _ being the first to come off in this, the Presiden- | tial year—there h: been as yet no popular | demonstrations by either party. Itis but the calm before the storm, however, as secret elec- tioneering is said to be going on preparatory to h oe eee | active and exciting campaigns in both states. In New Hampshire last year the vote stood:—Wes- ton, dem., 34,797; Pike, rep., 33,892; temperance | and labor reform candidates, 1,182. The repub- licans hope by extra exertion to turn the scale | this yearg but the democrats will not give up | their bold upon the only New England state | they have without a severe struggle. The present legislature removed some restrictions in | the way of naturalization, and the democrats expect to gain 1,500 voters by that means, and assert that they can count 2,000 democrats or more who didn’t vote last year, but will this spring. They talk of re-electing Weston by at least 2,000 majority. The campaign will com- Wence next week in earnest, and great efforts will be made by both parties to secure the legis- lature. In Connecticut last year the republican candidate for Governor was elected by barely one hundred majority over one of the most pop- wiar democrats in the state. The selection of a new man (Hubbard) for that office as the vlemocratic standard-bearer this year leaves open for the present the question whether he will be able to retain his predeeessor’s strength- ‘The republicans are confident of largely in- cteasing their majority, while the democrats do not seem very hopeful of holding their own, even with the help of scattering “liberal repub- lican” votes. +202-—— More Cases or Sewer Poisoxinc.—One way in which diseases are frequently generated and rapidly spread in large cities is shown in a | report transmitted te the New York Board of Health on Wednesday, concerning the deaths Within ten days past of four children in the tam- ily of a Mr. Brown in that city. They weresaid to have died of spotted fever. A study of the ease having conyineed Dr. Morris that blood-poisoning, and not spotted fever, was the cause of the fatality, he carefully examined the rremises, and the result of his investigation is embodied in his report. It appears that ot five | children, under thirteen years of age, whe took the disease, four died after a few hours’ ilIness, two of them within eight hours after exhibiting the first symptoms of the disease. In each case the symptome were first shown at night, these being intense pain in the head and soreness of the body, accompanied by severe vomiting. The cause of the disease was found ina detective | drain-pipe connecting with the sewer. It ap- pears that one earthenware waste-pipe built into the partition served for two houses, and that ‘tbe elbow which turned the pipe trom the house to the street was so loosely fitted that the foul odors and gases from the sewer escaped into the house. At night, when there was little or no Ventilation, the stench from this cause wasover- powering. Mr. Brown, being a poor man, could not afford to have the plumbing examined to accertain the cause of the bad smell. These gases, acting upon ehildren whose food was not sufficiently nourishing, produced sickness and speedy death. In concluding his report, Br. Morris expresses the opinion that a large portion of the low fevers which prevail may be attribu- ted to badly constructed waste-pipes, which per- mit the foul gases of the sewers to escape through sinks and stationary washing bowls into sleeping Arguing that Mr. Sumner’s allegations in re- gard to the sale of arms te France would, if un- explained, show a violation of international obligations far exceeding all that England can be charged with for allowing the confederate cruisers to depart from her ports, the Baltimore Sun thinks it @ little strange that Mr. Sumner | Company. N. does not perceive that his statements afford the best answer that could be given to his own enormous claim for constructive damages against England, unless he wishes to make the ‘United States responsible in like manner to a foreign government. The fact seems to be, however, that Mr. Sumner, in his cankered state of mind towards the Administration, picked up somewhat greedily the prejudiced story of a fussy little go-between or legation banger-on, called the Marquis de Chambrun. Many clergymen and deo | tors have joined im the cry fora pew road, At an indignation meeting last Monday night, Gen. John L. Swift said:—“I charge upon this road that it is impairing the health of the women and ruining the amiability and good temper of the men. I, myself, once had a beautiful temper. Where is it now? Gone; | and the metropolitan company took it!” A curious circumstance was brought out; on the very day of the meeting, the company ran double the usual number of cars, for fear of the effect of the discussion. “ But they are chronic backsliders,” said Mr. Swift, ‘and they cannot be vaccinated into healthfulness."" We mention these things becausn misery loves company, and it may console the citizens of Washington to know that they are not the only victims of street car monopolies. —_——_- + ee-_______ The popular uprising in New York city last fall in favor of reform has spread throughout the country, and is doing good in other commu- nities, even if it has not accomplighed all that was hoped from it there where it started. Phil- adelphia, Chicago, Kansas, and several of the southern states received the impetus, and thanks im most cases to a more honest administrationof the laws than prevails in Gotham, the rogues have been unearthed and promptly punished. In New York they have destroyed Tammany, but the dishonest members of the ring are still atlarge. They also elected a “reform legisla- ture,” but what has it done? Three things it has to d6 if it would escape infamy worse than that visited upon the ring—overthrow Erie, pu- rify the bench by purging it of corrupt judges, and give New York city a wise charter so cun- ningly framed that no rings can flourish under itin future.
