EVENING STAR. (ROSBY S. NOYES.......Eaiter. WASHINGTON CITY: MONDAY.............Pebrnary 12, 1978. The Course of the Routh in s War with It is probable that Great Britian, in assuming @ belligerent tone towards this country, has counted upon the probability of getting some material or other support from the unrecon- strueted South inthe event of war. England probably looks upor the South as the same ele- ment of weakness to us that Ireland is to her. That the rebel spirit would show itself to some extent in case of a war is Hi Already the Louisville ¢ a moderate southern paper, declares that the + mpathy and aid of the South cannot be ¢ by the fed- eral government in the event uf hostilities with Great Britain. Says we Je cireumstances, they could for- n patriotic enthusi that the question ispute between th ed States and Great vutenance given by ontederate cause, will scarcely do so as the matter Stan a But it England counts vpon positive aid from the southern states she is leaning upon a broken reed. A few hot-headed rebels who have nothing to lose might probably take part with the British, hut the southerners who have any property interests at stake, or who have mentee port will be ¥ . selves anew horrors ant urdensof war. Only im aase Eng land we ong enough in men to mndertake to land an army of invasion ir th, co% hope to do us any serious mischief through re disaficetion. But she has not the men for any such purpese. It is her weakness in this respect that has made her avoid taking a hand in any ot the late European wars. Her entire army would searce suffice for a home guard over her own disaffected territory in case of war, and her main reliance for purposes offensive must be upon her navy. +20e- There seems to be a renewal of the agitation for narrow gauge railroads in every direction. ‘There was a meeting in Baltimore on the 8th | instant, to take action upon a project for the construction of sueh a road from that city to Towsontown; also from Peach Bottom, on the Susquehanna river, through Harford and Balti- more counties, to tap the Northern Central raii- way. Committees were appointed to ascertain the cost, Kc. has been ordered to a third reading which pro- vides that corporations may be formed for the purpose of constructing axd operating railroads of the gange of three feet and six inches or less, but not less than twenty inches between the rails, whenever capital stock to the amoant ot 1,000 for every mile of such railroad has been subscribed. Other states are moving, and an important convention, composed of rasdroads of this description will answer the pur- pore of roads of wider gauge, and generally of »-certaining their cost, the expense of operating m and keeping them in repair, the relations « their freight capacity to the demands of the country§ their safety and accommodation as respects passenger traffic, and what general | system ought to be adopted in their con- struction and management. The convention, it is said, will be attended by the most eminent civil engineers and railroad builders of the country, and great results are expected from it. ‘The system bas received a fair trial in the west A portion of the Denver and Rio Grande rail- road, from Denver City to Colorado Springs, a distance of seventy-five miles, is now open. ‘The track bed of this railroad is six feet wide, the distance between the rails three feet. The | locomo and cars are very much smallerand lighter than on the wide gauge roads. The pas- senger cars are arranged so that two passengers siton one side of the passage-way, and one on the other. Each car is divided a door, and the seats for two and one, respec- tively, are reversed in the two sections, so as to balance thecar. The care now used are 7 feet wide, and 1% feet high from rail to top, but they have been found too smail for the comfort assenzers, and larger ones are being built. ‘The advantages claimed for the narrow-gauge system rest upon the principle that, with sufi cient width of track to give capacity of car- risge, all further increase of width inereases the weight of engines and cars in greater propor- tion than it increares capacity; or that the dead weight of a train increases with the width of the track. ——_ + wee- ‘The resignation by Col. Forney of his position as collector of the port of Philadelphia has been construed by some as indicating a purpose on his part to take ground against President Grant. A dispatch sevt to the Philadelphia Pr-ss last | night by its Washington correspondent, Mr. J. Mactarland, and which probably represents Mr. Forney’s views in resigning his position, says that he will continue to give the President his earnest friendship and support, but that “he feels that it is time to ery ‘Hait” once more to the desperate men who are trying to use the name ef General Grant to keep them in or help them to offices. He believes in the conciliation of the oid dissatisfied anti-slavery leaders of the country. He pleads for good relations between Grant and Sumner, between Grant and Fenton, between Grant and Greeley, and insists that | what Mr. Lincoln did with the men dissatistied | with bis administration, Gen. Grant ought to do | with the dissatisfied to his.” ss0e- - The muddle in the Pennsylvania Senate has been still further complicated by the death of Senator Evars, of the fifth district, announced in Saturday's Star. Last year a tie occurred by the death of Senator Watt, and the same thing happened this year by the death of Sen- ator Connell. Now, just as the republicans have gained the ascendancy by Mr. Gray taking his seat as the successor of Mr. Connell, and as the senate is in the midst of an investigation ute alleged frauds to put him there, the une: pected demise ef Mr. Evans adds to the previ- ously existing difficulties. The committee on the contest of McClure for Gray's seat is com- ysed of five republicans an four democrats. they report against receiving his petition, at will doubtless settle the matter so far as be fourth district is concerned, and the interest will then center In the fifth. The legislaters from he rural districts cam see no harm in guzzling he termented juice of the apple, but have no tolerance for the Teutonic beverage. Why can't these prohibitionists be consistent? Not long “go they were discussing the question whether ‘bey shouid pat vinegaron their pork and beans; out when it comes to legislating, the vote of the rural districts is too potent to be brushed aside, and the cider party being stronger than the beer party, the latter only are to be denied their fa- Vorite beverage. ‘The cruel popular theory that hardship makes ebildren “ hardy” hae sent thousands of delicate children to premature graves, and it is with pleasure, therefore, wo record the fact that an intelligent friend of physical education in Eng- land has recently published a direct contradic- tion of the hurtful doctrine. Hardship and exposure do not make robust men and women; ‘but it kills off the weakly children, and only the stronger constitutions mature. That is one reason why the Indians, as @ race, seem to be healthier than the whites. Their frail children all die young. —— -see By the cable telegram to-day it will be seen that England is disposed to ‘draw it milder,” and is even willing to stand the score for the payment of our ‘‘indirect losses” if the amount is defined and the figures not pitched esse.
