nee eee EVENING STAR. | ee CHOSKY S. NOYES.......Editor. z | Largest Cirealationin the District | - WASHINGTON CITY: FRIDAY......... December 22, 1871. Philadelphia is agitated over the question of compelling all of the children in the city to at- temd school. The board of education think com- pulsory education @ good thing, and certain members of the legislature favor ths passage of & stringent lawon the subject. All agree as to the desirability of some such measure, with- out considering its practicability. The news- papers, however, have supplied the omission, and already several serious practical difficulties lave been suggested. In the first place while there are 25,000 child in the city not attend. img any sehool, large numbers are annually do- nied admission to the public schools for want of room. Thusit isclear to begin with, that if a law &» passed to enforce their attendance, school houses and teachers for these 25.000 must be When that is done a sufficient police be employed to ferret out the absen- | sand stubborn parents. To do allthis money To raissthe money taxes must be increased, and that is where the shoe pinches. ‘The opposition to the measure is already #0 for- midable that the prospect of the passage of a compulsory education law is not very flattering to tts supporters. These same reasons which will defeat the law in Philadelphia apply to other cities; but the fact stili remains that no child should be allowed to grow up in any com- munity without the opportunity for 8 common schoo! education. Political conventions are announced as fol- lows: Kepublican in New Hampshire January Sd. There are to be no less than four state tick- ets in the field at the Connecticat election next | April. The labor reformers are dissatisfied with | the action of the prohibitionists, and will hold a convention at Bridgeport also on January 3d. ‘The MWheral republicans in Missouri hoid their convention January 2ith—not 20th as first ane nounced. The Indiana republican state conven- ton, which ts to be held in Indianapolis Febru- ary 22, will nominate candidates for governor, ii of state, treasurer of state, clerk of the sapreme | court, reporter of the supreme court, superin- tendent of public instruction, attorney general, | and congressman at large, and will appoint dele- | gates to the national repablican convention. It | will consist of about 1,500 delegateson the basis | ~ of one foreach one hundred votes cast for the repoblican candidate for Secretary of State in | 18@. The republican convention in Texas is called by the executive committee of the stats _ to meet in Houston on the second Tuestay of June next, for the purpose of thoroughly re- organizing the party, and to nominate electors tor the state in the Presidential election. New York, while looking after reform in large things, is not unmindful of the necessity of ing minor wrongs, and the municipal a: ities have undertaken the task of attemy to regulate the hackmen. This looks as if it ught to be an easy thing, but it has, neverthe. tess, proved te be too big 4 job for the city fath- ers there or elsewhere. It is objected to the bil; ™ under consideration in New York that a hackman would never take the trouble to read it, and the victims would not have time unless they devoted a day to it. In the next Place it only imposes a fine of $10 for fleccing pasen- gersor resisting the hack inspectors, and it is argued that for every ten doilars recovered dis. honest “cabbies” would make acool hundred i- tegally. The Journal of Commerce thinks the pen- aity should have been @ month's suspension fur the first offence, and expulsion from the hack iness for the second. This penalty the most scrupalons would be apt to respect. ssee- The “Tammany grip” has reached as far ~onth as Alabama, Dallas county, in that stat~, having suffered a loss of over thirty-seven thou. | sand dellars by frauds op its treasury— Wash- om Star. ‘Tre Svar man does not appear to have heard of the immense “ring” frauds of the southern ear] baggers, antecedent to Tammany frauds. ur cotemporary must be among the “ truly er imore Sun. not likely, ever, to be reckomed as truly loil,” or even loyal. ‘Bae Star exposes the frauds of southern car t-baggers as promptly as those of Tammany rings—indeed, we incline to think that the former are the greater rascals of the two—but the Sun, it is to be feared will never daze to print a tact «culated im any degree to disturb the sensidi!- hes of “truly unloil” readers. | a wins alesondri a Gazetic tells of three fellow: aught there in petty thieving being “ eobbed™ | and then “ put on the Washington train.” If Alexandria chooses to sbare with antiquated Delaware the obloquy of sustaining such relics ot barbarism as the whipping and cobbing of petty criminals it is her own lookout, but she has no business to send her hard cases here “ by the Washington boat" and “the Washington rain.” as is a matter of almost daily record; and t is quite time that our police authorities shonld exercise a little vigilance to see that Alex- andria’s criminals are not thus packed upon Washington. -2ee- New York justly objects to being n made a penal »ny for British “ticket-of-leave men;” but it ts to be hoped the state anthorities will do as they would be done by. It isa fact, that within the last week Governor Hoffman bas pardoned a convict on the condition that he should leave New York state. His exile is confined to no particular state or country. but he may seek a | home where he pleases. This atw course New York has a mixed jury at present. A colored man is foreman, with a Frenchman on one side of bim, and an Irishman on the other. The 5 dice ¢ is disappearing should be a lesson to those who endeavor to , make political capital out of the dying anim si- ties of races. + 200.
