EVENING STAR, r1saxcran axp commzncan. Vocdbull and Clafin eWeekly ‘has @ sensational CROSBY 5. HOYES....... Editor. Largest Circulation in the District Beading Matter on Every Page, WASHINGTON CITY: MONDAY........... December 18, 1871. Another question of states rights has arisen to vex our southern brethren. Acting Governor Caldwell, of North Carolina, issueda requisition forone Milton S. Littlefield, a fugitive from Jus- who took refage in Florida. Governor Keed, of the latter state, treated the requisition with contempt, and refused to issue a warrant |i for the arrest of Littletield. The “tar heels” are indignant, and Governor Caldwell has issued & proctamation offering a reward of 85,000 to any person who will arrest Littlefield and bring him back to the turpentine state. To this prociama- tion the doughty Reed responds by offering an- « $5,00 reward for the arrest and delivery to any sheriff in Florida of any person kidnap- ping or attempting to kidnap or take trom the te the person of the said Littlefield. Tt now mains to be seen what Caldwell is going todo out it. ssoe- President Riker may safely claim the cham- jtenship om another point of superiority of vile- ness not named in the list published the other We allude now to the disgracefully filthy | tion of the tracks of bis railway lines, and | te spaces between the tracks. In no other city in the world, we venture to say, would a toreign | rporation, which pays nothing but inadequate | accommodation for its valuable franchise, be | permitted to destroy and distigure streets in- | tended for public use as his company has done. | We challenge any civilized country to show such a case of despoilment as is presented, for instance, on Pennsylvania avenue, between the capitol and treasury department, particularly | after a fall of rain. It is a dixgrace, alike to the | vandals whose rapacity demands such a sacri- fice, and to the authorities whose supineness permits it. ec \ confmittee of the lower house of the South Carolina Legislature, of which bigamous Bowen is chairman, have made a report on the over- issue of state bonds, from which it appears that the old debt of the state was 96,665,856. Ac. cording to the statement of the treasurer, @9,- 514,000 of the new state bonds are now “out- standing,” while all the laws on the subject only authorized $3,200,000. The committee, there- fore, say that the stat> has been defranded by #n Over-issue Of 26.514,900 of bonds, signed and put upon the market, and recommend that the House take the necessary steps to hold account- | Hal able the persons who have violated the laws and ruined the credit of the state. Articles of im- peachment will probably be presented against the treasurer and the governor. ——__-<se-—___ ‘The railroad commissioner of Ohio is twen! five years behind the age in whieb he issupposed to live and have a being. He thinks that at present trains ran too fast, and recommends that the speed onall roads be limited by law to 25 | miles an hour, exclasive of stoppages. What is ented isa higher rate of speed and greater safety, —a combination which ean easily be had with better road beds, improved machinery. and increased care and intelligence on the part of employers; and these can be had, in turn, when- ever railway managers manage their trusts in the interests of the public, instead of for steck- Jobbing perpeses. Let them keep on their sev- eral lines, and out of Wall street, and 35 miles, including stoppage, can be wade on most roads | with ease and safety. s20e- ‘The law and order men in Kentucky are greatly rejoiced at the recent action of the grand ury of Metcalfe county, in that state. In August t a mob in that count: ‘with aslight sprinkle says the Louisville Courier Jowraat, ») took a man by the name of Neville, | charged with the assassination of a woman, and | hang him. The grand jury have now indicted three viclat f the law for the crime of mur- | ser. This is an encouraging sign for the future of the state, and it is hoped the next step will be te repeal an old statute, under which public whippings are still administered. We believe | hat Kentucky and Delaware are the only two ‘» where these brutal and disgracedul exhi- | ue are tolerated. —+2ee-— ‘The second disagreement of a New York jury » the ease of Mrs. Madden vs. Staten Island Ferry Company, to recover damages for the loss ef her husband by the explosion of the boiler of fated steamer Westfield, is cited as an- | rdict of a jury should be relaxed. This time y stood seven to five, instead of nine to three asin the first disagreement. Public sentiment in New York is almost a unit as to the right aud jnstice of such a recovery, and Judge Neilson, when the verdict was returned, observed that tnere must be a “great lack of intelligence ewhere.” Some go s» far as to intimate athe might have used the word “ honesty”? instead of “ intelligence ” without being far out of the war. see. who writes to the Patriot avainst the improvements going on in Washing- tom. must be a bogus Cart. beeause the genuine «.
