WASHINGTON CITY: UR*DAY.........December 7, 1871. The Water Waste. Gen. Pabcock, as chief engineer of the Wash- ington Aga gives notice to the public that the waste of aqueduct water must be stoppel. He attributes the deficiency of water to the fact that bor= h ‘Ts and others allow the water to Tun to wast, to prevent the pipes from freezing No doubt there is waste in this and other ways by the public, but the Water Department claims that the great and extravagant waste of water is | by the government departments and not by the citizens Great vigilance has been used by the Water Department to stop leaks and prevent waste by the citizens, but at the government departments, where the water officers have no control, the waste is excessive, and the aqueduct water is used as though it were as free as air. And this waste of water is mainly for running machinery and to effect a trivial saving fn ex- pense of motive power—a saving with a ven- geance when it deprives all the upper part of the city of water and puts ail the city at the mercy of | @ conflagration by reducing the water in the mains to the minimum ! Atthe Treasury Department a turbine wheel is run by water; at the Navy Department a con- densor is used,and the aqueduct water kept running to waste all day long through an inch and a bail pipe, saving to the government by the use of water over the use of coal a pitiful dollar or two a day. At other departments there is similar waste, either through the use of the water for mechanical purposes,or from the manner in which it is allowed to run perpetually at water closets ani?! wash basins. Of course the government has the first right to the use of the Potomac water, but it never could hare been contemplated to bring it here at such heavy cost to be used in running machinery to | the deprivation of half the city of water, and at the risk of the sacrifice of valuable government Property by fire through inadequacy of water supply. ———_ see Henry Ward Beecher deems it necessary to expiam his sermon of last Sunday night, on the agency of +pirits in the affairs of this world, and writes to the New York Tribune that he did not discuss “spiritualism” as that term Is now un- derstood, but the seriptural teaching the Divine Spirit. Modern “Spiritualism” was barely alluded to, but without affirmation or denial. He acknowledges that he looks with profound interest upon all wise efforts to educe the scientific truth from that extraordinary class of phenomena which have become so common in oar day, and to which, at length—in England at least—the attention of men of the highest scien- tific attainment has been seriously turned; but says he has never yet been convineed that these remarkable modern phenomena originated trom the interposition of spirits outside of the human bedy. The reporters say that there was no tippmg of their table during the sermon of last Sunday night, the spirits seeming absorbed in the eloquent pastor's discourse; but several wit- nesses testify that during the singing of the last hymn Mr. Beecher’s gum shoes became vio- lently agitated, and gave every evidence of the frantic attempts of some “it.visible agent” to try themon.
