Whereas by an act of Congress entitled “An act to enforce the provisions of the Fourteenth Amendment to the Constitution of the United States, and for other purposes,” approved the twentieth day of April, anno Domini one thoa- sand eight hundred and seventy-one, power is given to the President of the United States, wheu, in his judgment, the public safety shail require it, to suspend the privileges of the writ of habeas corpus in any State or part of a State, whenever combinations and conspiracies exist in such State or part of a State for the purpose of depriving any portion or class of the people of such State of the rights, privileges, immu- nities, and protection name« in the Constitution of the United States, and secured by the act Congress aforesaid, aud whenever such com- binations and conspiracies do so obstruct and hinder the execution of the laws of any such State and of the United States as to deprive the people aforesaid of the rights, privileges, immu- nities, and protection aforesaid, and do oppose and obstrnet the laws of the United States and their due execut‘on, and impede and obstruct the due course of justice under the same; and whenever sach combinatiors shall be organized fecond edition, & Baffelfinger. The leading article in this volume is an ex- cetdingly interesting memoir of the late George D. Prentice, with whom Mr. Griffin was on terms of intimacy for many years, fitting him peculia.ly for the task. From this memoir we get an idea, not only ot the wide range of Mr. Preniice’s genius, but of the remarkable pre- cocity which foreshadowed his brilliant career. It ‘s stated that he was able to read fluently when only four years old; that he was a fine Greek and Latin scholar at fifteen; that he un- derstood every principle of English grammar as if by intuition, and that when a child he aston- ished his teacher by finishing the study of Lind- ley Murray in less than a week. the higher mathematics with the same facility. His learning was varied, thorough and pro- found; and when to this were added a most re- wieniive memory, indomitable industry, sparkling and original wit,a rich and racy humor, sarcasm of the keenest, and rare imaginative and poetic powers, it is not strange that he took at once, and maintained through lit boih in journalism apd literature. The oiher papers in this volume, headed French Novelists, Shakspearian Studies, Phitol- ogy, Autographs, Miscellaneous Essays, &c., &c., are all good, and some are very much above the standard of such contributions to current literature. Mr. Griffin has, we believe, recently evening. Mr. Chas. the president of this T. Hickox journalist, Mr. I'weedale, who has won repatation as an amateur actor in private theatricals, and Mr. Camvbell are among the gentleman members deserving credit as rs. Miss Mary Steele, one who adds to personal at- tractions a tine dramatic taste and a rare sweet- ness of voice, Miss tHopperton, the enterprise, the Misses Schmits— d Miss Caldwell are among the most active ladies of the club. This work js the result of many years’ study by a distinguished French author, Elisee Reclus, and it has been translated and edited with care by the Weodward brothers. The illustrations, in number and excellence, are fitting accompani- ments to a work of such laborious research, and the manner in which the book, with these illus. trations, has been brought out by the American publishers, is most creditable to the great Cliff street house. The French author makes fre- quent reference to the physical phenomena of the western hemisphere, but we suspect his re- searches on this side of the Atlantic do net come down to the more recent dates of discovery and investigation in the Far West and on the Pacific stope. The wonderful subsidence of the crust of the earth forming the Yosemite valley, for in- stance, seems to have escaped his attention; and in treating upon the Great Salt Lake he makes the mistake of declaring that it is destitute of animal Jife, whereas its waters swarm with in- sects. He also errs in saying that the lake is constantly decreasing in depih. On the con- trary, until this season of drouth the waters of Salt Lake have been rising for some years at a rate to give the Mormons some fear of being drowned out.
