EVENING STAR. Largest Circulation in the Distriet | Reading Matter on Every Page. | WASHINGTON CITY: TUESDAY. +--November 7, 1871, The Washington National Monument. In various ways a reviving interest in the completion of the Washington Monument has been shown recently, and the prospect of the sv on of work on the shaft is rather hope- ful s not seem to be known that the New York Legislature in April last passed an act Sppropriating ten thousand dollars “as the contribution of the State of New York, to be paid by the treasurer,on the warrant of the controller, to the treasurer of the Washington National Monument Society, whenever the vernor shall certify that he is satisfied a suf- ficient sum has been subseribed trom other sonrces to enable said society to resume work with a reasonable prospect of completing the obelisk or shaft.” A preamble to the bill, as originally intro- duced, stated, among other things, that “It Will be eminently fitting and proper that the hundredth anniversary of American Indepen- dence be celebrated, in part, by a dedication on that day of the obelisk in honor of Washing- ton, which stands on the spot set apart, during his lite time, for the monun#ént voted to him by the Continental Congress, and which obelisk has been constructed to its present height by the voluntary contributions of the people, and for which memorial stones have been given by many States, foreign nations and Indian tribes.” The act directs, also, that the Governor of New York shall transmit a copy to the Gov- ernors of the other States of the Union, with a resquest that they communicate the same to the Legislatures of their respective States. It will be seen that the New York act very }roperly restricts the appropriation to the con- struction of the shaft, and gives no countenance to the absurd turnip-shaped pantheon which it ‘Was at one time proposed to place about the base Of the obelisk. It is estimated that the obelisk or shaft can be completed for $350,000. Now, if all the other States will make an appropriation equal to that of New York, a very large portion of the requisite sum can be realized within the coming year; and undoubtedly Congress would appropriate the additional sum needed when | assured that the work would thereby be com- pleted. 48 By the express order of Judge Barnard boxes are to be provided for the reception of ballots for assistant aldermen in New York to-day. According to the law under which they were elected, their terms of office would expire on January 1, 1872, and it would be necessary to | elect a new board this fall, but, by the pro- visions of the new city charter, their time of holding office was extended for one year, and their successors would not be chosen until the | autumn of 1572. It is contended by the reform- ers that the legislature has no constitutional Power to extend the term of an elective office, While their opponents of the Tammany ring, Who are mterested in retaining the present | board, take the opposite view. Mayor Hall, who at first ordered Cornelius Corson, chief of the bureau of elections, not to provide boxes for the reception of ballots, afterwards made & virtue of necessity and directed that officer to provide the desired ballot-boxes, and leave the legal points to be decided upon the question of aecepting the returns. New York city expects a quiet and ordetly election to-day, but, if there should be any riot- ous demonstrations, measures have been taken to deal with the disturbers of the public peace in a very summary manner. The rendezvousing Of the militia is forbidden on election days, “ex- cept im cases of riot, insurrection, or invasion, or imminent danger thereof;” but the authori- ties are to Judge of the danger, and, in comipli- ance with a demand from the police department of the city, General Shaler ordered the 7th, 12th, | 23d and 7ist regiments of national guards to ‘heir respective armories this morn- “with the new repeating rifles, andequipped service, with forty rounds of ammu- to await orders. The men will be re- | lieved, two companies at a time, for the purpose of voting. Governor Hoffman is in the city, in ication with the national guard.
