WASHINGTON CITY: FRIDAY. «-..November 3, 1871. ‘The Memphis Aralancke having kindly extend- ed to the population of Chicago an invitation to remove to that city, the Chicago Tribune waxes indignant, and tells the Memphian editor that | if he could but look at the Chicago of to-day, he would not think of asking anybody to emigrate. ‘The Tribune asserts that the receipts and ship- ments of the last week have a daily average greater than in the corresponding week of the past t years, and that while they are suffer- ing a little inconvenience for want of sales- rooms, they are selling goods just the same. cealers from Michigan, Indiana, Missouri, onsin, and the further west are there purchasing just the same as if no fire had taken place. Thousands of mechanics and laborers are rebuilding the burned district, and before the close of 1871 it is predicted that the popula- tion of Chicago will be greater than before the fire. —— ‘There is some hope for the Celestial Empire yet. It may be that the example of their Ja- panese neighbors has had its effect in influ- encing them to form more favorable opinions of the institutions of “‘outside barbarians;” but at any rate the fact is announced that a smart young Chinaman, named Yung Wing, who gra/- uated at Yale College in 1854, and stood at the head of his class, and was especially distin- guished for his talent as a writer of the English language, has been employed by the Chinese government to bring over thirty other young Chinamen who are to be educated at Yale Col- lege at the public expense. It is further said that this is only the beginning, as thirty Chinese students are to be entered at Yale College yearly during the next ten years, and a sum of 2150,000 & year bas been appropriated by the Chinese government to pay their expenses. Tue statement in yesterday's STAR, to the | effect that there is certain to be a change in the Russian legation at Washington before very long, is emphasized by an announcement tele- graphed hence last evening, apparently on the authority of the State Department, that Mr. Catacazy, the present representative of the Czar. has been told that after the visit of the Grand Duke be will not be received as the Min- ister of Russia here. It is also added that our | Minister at St. Petersburg has given the impe- | rial government to understand that unless Mr. Catacazy shall then have been recalled, or shall voluntarily retire, his passports will be sent to | him. See As the Grand Duke has been so long coming, the New Yorkers now hope he will not make his | appearance until after Tuesday next, for two reasons. In the first place, the committee of | arrangements will have to omit the military | display, because, under the laws of the State, no | parade of the military can take place on elec- tion day, nor during the five days previous | thereto. The second reason is that the great metropolis does not show to advantage on elec- | ~ tion days at any time, and the present contest | Particularly, is not one likely to impress an im- | perial visitor with the beauties and benedits of | popular government. 2 —————— Hon.
