Duke ot Kiov, who reigned in 862 A. D. This title of Duke of Kiov was retained until 1157, when the title of Grand Duke of Wladimir was adopted, and in 1328 these sovereign Princes of the East became Grand Drkes of Moscow. In 1535 Ivan assumed the title of r of Muscovy, Czar meaning “Great King.” "Peter the Great, in 1689, was the first Muscovite sovere! = bore the title of Emperor of all ~ = still borne by his successors. 7 ror was the eldest son of es who, as is known, succeeded his brother. Alexander L., in 1825, the heir and elder brother, Cousiantine, aldicating the throne in his favor. Nicholas died a Mareh 2, 1855, when the present Czar acceded to power. Alex- tnder Il. wes born. on April 29, 18M. At that ime his uncle Alexander was on the throne, and his father was a simple Grand Duke, with no prospects of the succession; for the then Em- ror might vet have children, and between Qicholas and him was Constantine. The young Prince was most caretully educated by his mother, a lady of rare accomplishments, Alex- andra Feodorowna, daughter of the then ‘reign- ing King of Prussia, ter of the. present Emperor William 1 or Tmany. She was thoroughly versed in the studies and Meoeuiere of the day, and her German influence is be- trayed in the Emperor's character to this day. He bad, besides, an excellent German Protest- ‘ant tutor in Gen. Maedar; while the Grand Duke Nicholas, his father, overlooked his military ed- ucation, initiating him in those soldierly exer- cises in which it was bis own pride to excel. Alexander's youth wae passed amid these favor- ble influences, and his education was com- pleted under the of Jowkouski, then the first of Russian living poets. At sixteen he graduated from this somewhat singular course of education, and thenceforth participated active- ly im the affairs and pageants of State. is father was then Emperor, and young Alex. ander at once assumed a high command in the Imperial army as the Czar's chicf aide-de-can ». As such it was his duty to take the lead in those splendid mee eae reviews and ceremonies which present Em, r= prema Empe- ere Ps perched ag” it of Epo ussia was long ie world, so that the Czarew! ey his ‘‘blood,’ rer bony er ight . an excellent c: night was meriemene all hands; tnd bis tubers subjects were proad of the handsome and statel; ince who ET mer gon8 and and gracetuliy's head of his cuiransed and helmeted troops; for Alesas, dex was inforior omly to the Fmperor Nicholas i rsonal beauty, and the pubill Lele = ence. It was known, before Nicholas died, that bis heir was liberal in opinion, and was "fully resolved to pursue a policy in man istic to that of his father. b more or Sanectinestalirean tathor aed nd tor some time the Emperor refused to admit the son to his presence. It was even wh d, atone time, that Nicholas intended to deprive’ Alexander of the succession, and to confer it upon the Grand Duke Constantine, who zealously sym his tavorite son. The quarrel extended to the two brothers, who had s long and bitter fend, dividing the court and the political ies be- tween them. They never spoke or held any per- funal relations with each other. A similar state of thi followed te that which existed in England the reign of George Il; the mon- had one court and the heir an- other, each bitterly hostile to the other. A reconciliation, hewever, took place pe be- fore the death of Nicholas. He called his eldest rou to his ide and an affecting and adection- ate scene ensued. Both were melted to tears, and the long estrangement was at an end. Nicholas called ‘tantine to him, and | besought him to make peace with his brother. The young man, full-blooded, obstinate and self-willed, at first refused; but the aying Em- peror’s supplications at last prevailed, and the two brothers were clasped to each other's hearts at the sick bedside. There were everywhere fears lest Constantine, who was bold, adventur- ous and ambitious, as well as exceedingly popa- ould resist Alexander's succession, and or to secure the crowu of Muscovy and Kussia for himself by eailitary coup d'etat: bat on Nicholas’ death these fears were speedily fomstantine was the first to swear allegiance to the new C; and to offer bimseli for his service. A! ander’s secession to the throne was hailed by the liberal party of Russia as the be- ginning of an era of true progress; and this promise, during the first years of his reign, was not belied. Keforms began to be decreed by ukase after ukase ing the nobles, disgusting th arty, and calling forth the admi Europe. ‘The Caar had seen with his own cy the extravagance and corruption of the functionaries of the Kupire, and he first ¢ the Augean stables of the state of their rubbish and placed the administration on an economical and systematic basis. Then he decreed a greatly improved system of education, the universities were freed from the odious restrictions Imposed on them by the despotic Nicholas, the military Syrans y over civil adfairs was abolished andsome Of the most irksome laws restricting the prces were abrogated. All this was done in the very first year of Alexander's reign. year he turned his attention to Poland, granted ‘au universal amnesty to the exiles of 100, re- moved many of the despoic laws which weighedon that unhappy land, and really audearnestly deavered to recone! cile them to Eussis n rule. "rhe Emperor found his efforts unavailing and was son obliged to restore the repressive administra- tion of the old Russian governments. Then came the magnificent act of freeing the serfs—an act betraying a courage of which Alexander had not been suspected; and many more broad and lib- eral measures which have been put into opera- tion in Hussia might be traced to his power. | eff Alexander ix the least military of bis race.
