Largest Circalation in the Distriet | ® Reading Matter on Every Page, WASHINGTON CITY: The Postal Service. ‘The pest office department, the public will be glad to learn, ts gradually but surely approach- 5ng self-supporting era in its history. Indeed, the time fis apparently not very far distant when that useful branch of the public service will not only cease to be a burden to the national treasury, but may be made a source of con- siderable revenue, though that course will probably never be deemed expedient, as the policy of the government should always be to fornish increased and cheaper mail facilities, rather tpan tomake the service a mcansof profit In confirmation of the expectation herein ex- pressed, we may say that the report of Post- master General Creswell to be presented to the approaching sersion of Congress will show one of the most satisfactory exhibits as to the con- dition and operations of the postal service ever made to the country—not only in respect to cfciency, but likewise in regard to expendi- ture, as compared with income. Of course, both tie receipts and expenses will foot up larger figures than heretofore, in a ratio nearly cor- responding with the developmentof the country and the extended and increased mail facilities furnished; but it will be found, also, that, in accordance with principles of correct adminis- tration, the outlay has throughout been kept in due subordination to the income. ‘These desirable achievements have been not alone the result of the policy foreshadowed by Mr. Creswell in the beginning of his official term, but they have required in addition the most rigid economy in expenditures and the most careful serutiny and watchfulness over the acts of all persons in any way connected with the operationsof the department throughout the whole country, whether officially or otherwise. ‘Taking these results, with the drawbacks in spite of which they have been accomplished, and itissafe to predict that if Mr. Creswell’s recommendation to abolish the franking pri- vilege should be carried out by Congress, he | would have the post office service placed ona self-supporting basis before the close of President Grant's present term. It is well enough that the country should understand these facts, in order that credit and responsibility in the premises | may be placed where they properly belong.
