Largest Cireulationi in the District | Reading Matter on Every Pag Page, WASHINGTON CITY: WEDNESDAY. Saly 26, 1871. The Star by Mail. Persons leaving the city for the summer or | any portion of it may have Tas Star sent to thelr addresé for such time as they desire, at the rate of fifty cents per month. Orders, accom- Panied by the money, should be sent to the busi- ness office of the paper. +200. The Panicky Falsifications of the Patriot. The Patriot is thoroughiy atarmeu ‘y the it and its anti-tmprovement clique, plotting to break down the District government. Now tose by their injunction proceedings to prevent the sale of the bonds they have compelled the Hoard of Public Works to stop all improvements iased upon these bonds, the Patriot, scared by the mischief it has achieved, whiningly aks why the Board cannot go on with its work and use the temporary loan of $230,000.? It inquires, with touching nafrete, “What do the Board of Public Works propose todo with that ” and “if it ts to be deposited inthe First nal Bank?” Se. The Patriot is not so su- premely ignorant, or idiotic as it would pretend ‘ts scary attempt to escape the consequences its wonderful injunction business. That r knows perfectly weil that the Board of Works has nothing whatever to do with w mporary loan in question; that the loan was sathorized by the Legislature solely to “provide f payment of the expenses of the govern- ment,” and that the beard has no control over @ penny of it. ‘The second section declares “That the money reecived om account of the loan thorized shall be paid into the treasury of the District of Columbia, and be applied to sueh ap- propriations as may be hereafter provided for by the Legislative Assembly, and for no other Purpose whatever.” ‘This is specific and authoritative, and the money appropriated out of that temporary loan non We Wher aumibeies alee ion foam bill. What transparent dodge or scar: ifleation will the Patriot resort to next to avert public odiam 7 —— eee The Market House Company and charter. _ ‘The inquiry is made of us it the Market Com- pany are carrying out their charter require- | ments. It is not quite ey to answer our cor. respondent. That the: requirements of thejsoriginal charter is pretty evident; Out the additiqnal legislation they pro- cured jst after the destraction of the old market hous by fire seems to allow them a pretty wide gin. In fact, in half-s dozen tines it virtu. ‘brogates all the claberate provisiuns of the arter. This is the way it reads: ally eh Comfuittees on Bubiie Buildings and Grounds of the Senate and House of Representatives, with the Mayor of Washington, be, and hereb; are, constituted commissioners to require the Wash. ington Market aoe meg 4 or, pzed under the 15th section of the actof Ma: 1570, promptly to furnish temporary mar! accommotiations for the market men who were driven out by the late fis and also toerect at the earliest possible day the’ first stories or market portions of the permanent market buildi: acty-and that said commission ¢ auch allerations in the bi tecalcnlated to secure the speedy erec Duildings ereditable to the city, and saffici commodious for all the wants of the pubite,’ ‘The act of May 29, 150, giving the franchise | to the Market Company, was generally favored Ly our citizens, because it provided under very act and rigid specifications, and upon a plan rth in detail in the bill, that a stracture at be erected of a size, height and beauty to it a fitting feature for its conspicuous jonon Pennsylvania Avenue. It is well ywn that the same consideration, i. ¢. the gran- | ur and beauty of the design for the buliding, uced Cougress to grant the franchise to the rnd. Under that charter the com- to erect an editice, Of public indignation drawn down npon | are not fulfilling the | it resolved, &c., That the Chairmen of the | provided for in said | Ts be authorized to building from five storie: | to two, or even one; and for precisely the «ame reasons that they give for the alteration in the plan of the Seventh street wing? We do not Know that the company hare any such idea in view, but “revolutions never go backwards,” and the changes now entered upon are not en- couraging for the future. | ‘The grand five-story eaffice with its cupola | and mansard roofs will éost money, and the temptation will be great to substitute something cheaper and less stately. Yet we trust there 4 canbe no danger that the noble plan which gave the project favor in Congress; and with the people, is to be dwarfed down to some insigniti- cant squatty structuré, mean in itself, and es pecially mean from the extent of its front own street of the width aid crand proportions of Pennsylvania Avenue. The Legislature is now i investigating the affairs ofthe Market Company- We do not know that that body bas any real power to deal with fe conipany, Wat it can at least signify on the part of the people ef the city an earnest disapproval of -anychanges of the plan under which the company procured this valuable TYanchise. se The absence of suitable Summer resorts in the country around Washington is well ilinstrated by au advertisement im another column :— ““Wanted Country Board.” While there are so many establishments and facilities of this kind around other cities, it is remarkable that the people of Washington must go far from home to find them, considering our beantiful country surroundings and the wants of government officials of moderate means. In this way much meney that might be gained by enterprising suburbans, and saved to this neighborhood, goes abroad to build up other localities nek gestae tive or healthful as those bordering upon this city. —————_-+e--___ The style of remark applied to the “injunc- tionists” by Iaboring men, mechanics, and by business men generally, is the reverse of com- plimentary. We have now the prospect of a continuation of the present dull times. Had the improvements proposed by the Board of Public Works been tntered upon, business of every kind would have been active, and laboring men and mechanics would have had full and remu- nerative employment. reat ao ASSES HIP AND BOOK KEEP the Washington Business Coll lege ‘Si, at 9a. m. and 6 p.m. ual ad and genticnien, ‘These will Be the B Tefore the ingot all ° | tie CatiegesEapesmsbes IC —a reg | aac SOLOMON Lt eee wae WED!) | 04 alec. m.. The controversy just now is in regard to the character of the work on the 7th street wing; the other portions of the building not ha ah commenced yet. The following are the specifi- cations in regard to this wing in the bill charter- ing the company : Wing along Seventh street front.—The entire ntage on Seventh street, to the south of the hove described building, will be appropri to a two story building seventy-tive feet in width, and covered with a metal roof. For character ot the foundations, reference is made te. that specified for building on the avenue. They will look im vain for the “cellar,” the “second story,” the style of finish guaranteed, the sewer specified, and numerous other features set forth in the charter But Mr. Ordway says that the commissioners have agreed to permit these alter- ations of the plan of the Seventh street wing. It seems very strange that Semator Morrill, (of Vermont,) who was so exacting fn requiring the insertion of all these specifications in the char- ter, showld be willing now to have them set aside and tie bill nullified; but as will be seen by the lines we have italicised in the resolution, the comm.-sioners have the power, if they choose, to change the entire plan of the building. The change of plan in the Seventh stree€ wing, to be sure, is not one seriously affecting the pubtic interests; put it is to be feared that it is the entering wedge for other and more material changes.
