These are exceedingly favorable terms as it is excep- tonal that loans for corporations can be obtained at as low, even as eight per cent., and with half per cent. commission added. It is fortunate for the District, in entering upon its new career, that it has st its head a gentleman of the high character and fine business eapacity of. Cooke. Such is his reputation in financial ctr- cles throughout the country that the partizan attempts te drag down the credit of the District have no chances of success whatever, as is de- monstrated By his ready negotiation of this loan. Governor Cooke was not only received with the cordiality of warm personal esteem in New York financial circles, bug we note by the press that he met everywhere with assurances of the grati- fication with which the people of the country hail the evidence that Washington means to do something for itself. There can be no doubt that when the time comes for placing the Im- provement loan in the market the Governor wil’ be able to negotiate it on very favorable terms ‘The people of the District—the mass of whom have'no sympathy whatever with the croakers and pettitoggers who seek to cripple every for- ward movement—wait impatiently for the hour when the good work of improvement shall be started, the wheels of industry set in motion, and a career of enterprise and prosperity entered upon. Chicago is rejoicing over the “‘new departure” of the foul water of its canal, or river, which within the city limits has been a cesspool of abominstion. By the happy idea of some smart Chicagoan the IMinois river has been induced to turn towards its source, and instead of contrib- uting its foulness fo the blue lake the Intter now runs wp the river, sweeping out its filthy con- tents, and passes on to find a fit vent for its nan- seous burden in the turbid Mississippi. For the Present the drainage is perfect, as the cana, jocks have been left open in order to give free vent to the waters of the lake through the deep- ened canal; but the purposesot the latter requiro that navigation shall be resumed, and to that end the locks must be closed and the flow of water limited to the surplus that can pass off without creating a current too great to be temmed by boats. It will then be seen whether the canal has current to carry off the contribu- tions of the 160 miles of underground sewerage in the city.
