Undoubtedly the President prefer that the Secretary and the Com- at it would appear that each hos takena ion from which he declinesto recede. The Secretary is naturally indisposed to bear the re- spousibilities of the different branches of his de- partment without having some control overthem, and in this he is sustained by the Cabinet. Gen. aaa. on the other hand, contends that unless ureau is independent of the Sec- retary, is reduced to the infra dig position of clerk to Mr. Boutwell—a position he declines to hold. Hence his resignation is looked for speed- ily. Itis noted im this connection that his late chict clerk, Clifford Thompson, who resigned under compulsion lately, continues to occupy his old desk at the Revenue Department, indi- cating that he still retains the confidence of the Commissioner. ——_~+e2-____. Reference was made in the description in Sat- urday’s Stan of the new route to Pittsburgh, tia Connellsville, to the impetus given to busi- ess at Cumberland by the opening of this road in addition to its other railroad and canal fa- cilities. ‘The Cumberland News states that on Wednes- day last there passed through that city on the Baltimore and Ohio road 68 trains, numbering 1,445 cars! Over the Pittsburgh and Connells- ville railroad, for the same time, 71 cars. De- livered to the canal by the Cumberland and Pennsylvania railroad 480 cars (loaded with coal.) Cars delivered in the city by Baltimore and Olio railroad 39, making a grand total of 2,095 cars in one day. The News estimates that when the Pittsburgh and Connellsville road is in full operation the average number of cars pass- ing through Cumberland every twenty-four hours will be at least three thousand. Let us hope that our city will share in these railroad activities when the Metropolitan road andthe Baltimore and Potomac road are fin- ished. ‘The grand spontaneous mass meeting of citi- Zens that was to have been held on Capitol Hili Bionday night to protest against the improve- ment bill did not come off. Somebody had been at the pains to erect a large stand, with ample accommodations for a crowd larger than could be accommodated within walls, but at the time appointed for the meeting less than a dozen were Present, including the knights of the pencil. Col. Philip did not come forward, but “Gen.” A. Grant appeared, and went through the char- acteristic performance of calling the meeting to order, nominating a chairman, vice presidents and sceretaries, and appointing committees, after the Bentonian and Philipian style of setting the ball in motion, “ solitary and alone.” As stated by us on Monday, the lire men of that part of the city who signed the call did so upon the representation to them that the meet- ing was to be held to secure a fair share of im- provements for that part of the city, but when they found that the demonstration was to be ured as capital by the opponents of the District government, and against the improvement bill’ they concluded to let it alone severely. he anniversary of our National Independence Was never more generally or more decorously obscrved in this District than it was yesterday, and from the telegrams received here we infer tuat the day was strictly observed throughout the country. In some of the northern cities they seem to have made the most of it, by keep- ing holiday on three days—Sunday, Monday, and In the south too, Independence Day secms to be recovering its old standing, previous to the war, and the celebration this year in Tn cies was not confined to the colored people. Patriotic Americans abroad were im- bucd with the spirit ef the day, and there were banquets in honor of the day in London and Liverpeo!, at which John Bull and Brother Jonathan fraternized, the Treaty of Washington affording a theme for numerous friendly epeechce. The question occurs as to the marital status of Bowen, the bigamist, now that he has been par- doned. The pardon is not a divorce, neither will it absolve him from penalties in the future if he continues to live as husband with his latest affinity. Cohabitation is not bigamy; but if he undertakes to pass off Mrs. B. No. 3 or 4.as his legal wife, the law must come down upon him. Manifestly he can have no peace in his peculiar marital relations exeept by supplying himself with a pocket full of bigamy pardons; unless, indeed, hé hies away to Salt Lake City or the Oneida Community. As the pardon relief might fail him in time, perhaps he bad better hie. ————<-—_____. An impression seems to prevail that the schedule presented by the Beard of Public Works, in connection with the plan of improve- ments recommended by them, isa partof the improvement bill, This is a mistake.
