THR HOUSE OF DELEGATES is a matter ich should claim their special aitention now, because with it rested the in- teresta of e man in the District. Congres sioval power had in its wisdom taken away the right from the people of choosing the upper board, and placed it in the hands of the Chief Executive. In reference to the candidates nominated on the democratic side from the old Seventh Ward, he recognized gentlemen of per- sonal worth and ability, men whose only fault was ined po | to which they were allied, and he corjarcd bis hearers not to let personal con- siderations have any weight in the contest. The opposition had drawn the party line, and over it no true republican should or would step. Another matter he desired to call their attention to. As president of the republican club of the Seventeenth district, he had seen tit te call a meeting for the purpose of nominating a candi- date for delegate, and he saw by the papers that Mr. N. G. Ordway had advertised a mass meeting of the Eleventh, Seventeenth, and Fighteenth districts, to be held at the sams time and place. Now, he asked, shall we, the people of this district, allew such things? Shall we allow the interference of a man who knows nothing of us or our party organization? He for one would not submit to it. In conclu- sion he urged upon all the importance of work- ing steadily for the success of the party, using their per: onal endeavors, and assuring them of & grand success on the 20th of April. Short addresses were made by several others, and the meeting dispersed. Mr. Merrick Makes the Same Old Speech. He Trots Out His Sick Baby—He Makes an 4f- Secting Appeal to the Colored Men. A mass meeting of democrats and conserva- tives was held at the corner of Pennsylvania avenue and 1%th street last evening under the auspices of the associations of the Fifth and Si: stricts. The stand was occupied by Mr. J. F. Brown, president of the Fifth district as- sociation; Mr. C. Witmer, of the Sixth district; Gen. (ad-inierium) Lorenzo Thomas, Mr. A. A. Wilson and others. Hon. M. G. Kerr, of Indi- ana, was the first speaker and said the republi- Cans were not the only members of Congress who had voted appropriations for the city. and that Mr. Merrick was like himself and many other democrats, in favor of giving the colored race their legal rights, but not in tayor of mixed schoo!s. Mr. Merrick arrived at this point, and was re- gcived with cheers. Being introduced, he pro- ceeded to address the assembiage, remar! ng that the President, in his appointments, had se lected extremists, leaving the conservatives the Delegate and members of the Lower House to vote fer. He argued that to keep taxes down there should be @ conservative raority in the Lower House. He denied that Gen. Chipman could contro! the radical vote in Congress; he could not influence Gen. Logan, the head of the G. A. K., of which he (C.) was the Adjutant General, when he poewened to remove the Capi- tal. Mr. Merrick then took up the mixed schoo) question, and made the same remarks on this subject be bas made at ail other meetings. He said there was a report that the administra- tion was endeavoring to influence this election in the interest of Chipman, but he was loth to believe it. Ireuch anat was being made, on proper evidenee. ould bring the offer- ers to justice, be they high or low inoffice. He would war with them, not to the knife, but to the penitentiary. In conclusion, he made a further appeal to the colored man to stand by thoee who were ‘to the manner bora,” and no’ those who came here temporarily to serve their private interests. General J. G. Payne followed Mr. Merrick. TWENTY-FIRST DISTRICT. At a meeting of the democratic voters of this district last evening. Mr. William Lan, ley in the chair, resolutions endorsing the resolutions and platform that were adopted by the delega- tion at the nomination of Hon. R. T. Merrick were adopted. The following committee was appointed to co-operate with the executive com- mittee to urge upon every voter the necessity of registering their names :—Christian Maylack, Frank Flasher, Milton Meades, John F.
