It is evident from the tone of their meetings that the democrats bave strong hopes of success in the coming territorial election; and it is time that the republican managers should look about them fo see what these hopes are founded upon. ne endeavor to harmonize all the elements of the republican party some imjudicious things bave been sald in public speeches, and some concessions made to the “black sheep, Practicables, and ultraists of the party that in the opinion of their opponents will atieuate €nongh of the conservative republicans to give them (the demec an easy victory. lat the republicans look to this matter in scason if they hope to win. a — Political Strategy im Arka: Senator-elect as Clayten, of Arkansas, was 1 Governor last fall, anda man named son Licntenant Governor. The legislatura e Job was tepablicanin both branches, and Clayton, in January, was elected United States Senator from the 4th of March. Jobnzon, about this time, developed democratic proclivities, and Deing the heir presumptive to the office of Gov- €rnor, carried with him a number of repablican members of the legislature, who proposed, un- der the new Governor, to rule the State. The first step was to impeach Clayton, which was done, and the case came before the State Senate for trial about the firstof March. Just at this time the Governer made a treaty with them. He re- signed as —— and ¢©s impeachment was withdres Having done this, he next treated with. Jeannie separately and appointed him Sec- retary of State, whereupon Johnson resigned a3 Lieut. Governor, and entered upon his duties By the time this was concluded, the legisiatare, under the law, was required to elect a United States Senator to fill the vacancy caused by Clayton's resignation, whereupon Clayton has been elected as his own successor. Johnson, who has ceased to be Lieutenant Governor, is now to be excluded from the office of Secretary of State, on the ground that the State constitution Probibits an executive officer from holding any Other office during the term for which he was elected. The president of the Senate, a repub- lican named Hadley, will succeed as Governor. Otayton has triamphed, and Jobnson receives ‘nO sympathy from either party. -20e- ‘The leading New York papers of yesterday are tilied with letters from their correspon. dents with the San Domingo Commission, most of them presenting in a very strong light the totally unfounded nature of most of the asser- tions that have been made in reference to a nexations by opponents of the Administration. ‘The main points are thus summed up by the New York Times: Baez is aot 9 blood-thirsty tyrant: he does not hold his power ia virtae of the rtof the United States; the Domini- cans «]) nof want to be annexed to Haytl; Cabral is not the popular leader he has been said to be, and there is a perfectly universal sentiment among the people in favor of annexation. On all these points the report of the commiastoners may be confidently expected to be qnite decided. It wil! be no lessso in regard to the alleged land- obbing by the United States officials. When he exaggerations and insinvations which have been treely cirenlated by the opponents of the Presirent’s policy are disposed of by the official Teport, the question will be narrowed down to the only essential iseue; that is, will annexation be as profitable to the United States as it must unquestionably prove to San Domingo? The data obtained by the commission will doubtless enable Congress to decide that question fairly. New York, with Pan present good system of superintendence, is throwing additional safe- guards around the lite insarance system, one of which many of the companies are resisting as unwise and opening the door to frauds. We refer to the actof the New York Legislature which debars an insurance company, after the premiums on a policy have been regularly paid for two years, from pleading traud or misrepre- sentation in taking out the insurance. The arguments used in favor of the measure are, that in ninety-nine cases out of a hundred the office, through its own agents, solicits the in- surance, prescribes its own conditions, which are but imperfectly known or understood by the applicant. and has its own medical examiner, who, if he has doubts, has the right to call apon the tamily physician of the applicant. A con- tract made under such circumstances should be, in some degree, of binding force; at least, there should be a limit which will compel the insurance office to enter on the discovery of fraud before the rights of the widow and the orphan become vested by death. The election ot three democratic ( Congress- men from New Hampshire makes a correspond- ing reduction fn the republican majority of the Present House of Representatives. There are thirteen vacancies in the House, four of which ‘Will be filled om the 3d of April by the election in Connecticut, and three more in September by the election im Cailforma. The other wacan- cies are from the States of Texas, Michigan, amd [llinois. The first named will have to elect an entirely new delegation of three members, and as there is no law by which it can be dome until November, . the present Legislature will have to provide for a special election Next fail Michigan and Illinois will elect sue- cessors at the same time to Messrs. Ferry and Logan, promoted to the Senate.
