They have been taiked about and written about for years, and every body seems agreed in condemuing them. It is only when the question of a remedy for them comes up, that the conflict of opinion begins. Now = Is the ex-Seerctary’s remedy. Howis he going to separate the public offees trom all favoritism, nepotism and influence? He says by competitive exami- wations. Where could he find examining boards clear of favoritiam? The members of such boards would be dependent on some would have their friends—and thus favoritism and influence might prevail, even in affecting the result of @ competitive examination. And \f he undertakes to give every citizen who proves his fitness for office a position, where will he tind places for them all? If mot, then how will be select from those who pass examinations? Will not favoritism, nepotism and inflaence have another chance then’ If the miller’srule. “inst come, first served” is to prevail, then how will the rash for offices be lessened? These eueries might be extended; but the above will suffice to show that the Ex-Secre- tary’s remedy is at leastopen to criticism. That there should be a change in the present system is mot denied, but we e not vet seen any plan which would accomplish practically what it sets forth in theory.
