Appestances, we are sorry to say, are not avorable to the repeal of the income tax this | session. On its own merits or rather demerits it would stand very little chance, bat unfortu- ely it is being msde a cat’s-paw by the ad- vocates of special interests to pull their nuts from the fire; avd the result is that the battle 7 its repeal, is fought on issues quite sepa- | rate from its merits. Thas the protectionis r Mr. Kelley, broke ground forits repeal early in the session with | the hope of saving the tariff thereby. They argued that ifthesource of revenue from the income tax was cut off, the means to carry on the government could be supplied only by a tariff at least as bigh as the present one. Now the anti-protectionists have taken the alarm and have rallied to the support of the income tax im order not to be disarmed for a fight against the tariff. And they are supported by some Western men who favor the retention of the income tax on the ground that it falls heaviest on the East, where there is more monéy. And so amid this scramble of selfish interests the detestable tax is buoyed up. The people, who care nothing for special interests and groan under the weight of both income tax and tariff, will be apt to say “a plague on both your houses'” Of the two modes of taxation, how- ever, the income tax is so unequal, and offen- sively inquisitorial; requires such expensive and eumbrous machinery for its execution; absorbs so large a portion of the proceeds in collection; and the whole system in such a provocation to fraud, perjury and all manner of rascality, that the axe ought first to be laid at its root.
