In answer to a& juestion yesterday the President expressed no fears that complications would ensue, bat was reticent when asked for a fuller expression ot bis views.” We have authority for saying that this is pare fiction from the first line to the last. The Kussian Minister has expressed no offence; there hasbeen no interruption in the relations between him and the President and Secretary o te; his calls on these officials have been as frequent as usual; the “apologies” of Messrs. As above stated the whole story Is a fiction. +. Tae Nivta Censvs.—Though the ri results of the Census of 1570 are not fully collected, enough has been ascertained to establish that the population of the United States is about s9,00,000. The New York Post estimates that the principal change im the proportionate polit. | ical power of the country will be the transfer of | nearly one-third of that now held by New Eng- land to the States bordering on the Mississippi | valley. And curiously enough. the southern | States are saved from the loss of political power by the much dreaded act of emancipation. While the former slave States re been far enough behind the rest in the actual increase of their population, during the last ten years, to deprive them of at least ten representatives, they will gain enongh by emancipation to re- dace this loss to three or four, in a House of two hundred and forty-three members; and will retain almost the same politica; weight in the government which they then had. in epite of the immense growth of the north- western States. Assuming that the number of members will not be increased above the pres- ent number, based upon a ratio of one to about inhabitants, the New England States will lose seven members, the middie States ten members, and the southern States three. But a» Virginia, North Carolina. Georgia, and Lou- iiana will all have large fractions upon this a and as there will remain two members to be assigned to the States having the largest un- represented portions, these mast be secured by the southern States, reducing the loss of this eection to a single member. -20e- Or CoLtzexs.—One of the speakers at the “carnival meeting” last night, after censuring the unjust depreciation of everything in and about Washington by certain letter writers, proceeded rather illogically to lament the want here of educational advantages, especially in the Way of collegiate training. it seems to us that the most illiberal, and worst-informed letter | ‘writer has never made a more unfounded charge | than this. With three institutions of learning | of the standing of Georgetown College. Colum- | bian College, and Howard University, it would seem that few cities in the country are better provided with the means for collegiate educa- tion. I only @ tew days ago that wequoted from ding northern paper—the Springticid Rrpudlicaon—an article, in which Columbian and Georgetown Colleges and their law and medica! schools were spoken of in terms of warm commendation; and the advantages afforded to students here through the great libraries and museums. and the opportunity of being present at congressional debates, and at the pleadings at the Supreme Court were cspecially referred to. When intelligent writers from under the immediate shadow or Harvard and Amherst, ‘thus bear testimony to the merits of our colleges, it does not seem advisable for us to belittle them. ——_-<ee-___ George Alfred Townsend, who some mon‘hs ago furnished a good many columns to the Chi- ago Tribune to show that the removal of the capital was a fixed fact, has been taking a re- cent survey of the improvements going on here, and comes te the conclusion that “if W: ton can establish a character for comfort, hos- pitabty, intellect and attractiveness excelling cniquely any other place. it will be hard t» budge it.” He says: “The talk of removing the capital has had a wholesome effect on public improvements and Public spirit here. When the new railways are completed next Season, this ought to become one of the cheapest places of residence in the world. Land for gardening, grazing, and pou!- try-raising can be bought afi found ke an acre; the river is full of fish and oysters; steamsh:ps —_— direct from German; Baltimore, thirty-eight miles di wine. beer, opirtes, provisions; the whole ‘town is an éu bouse, and the collections ropean bere, the landscape, and the climate are not | excelled.” This testimony is of some value, as coming trom a witness who bas certainly not shown uimeclf prejadiced in favor of Washington. — -se0e- ‘The project for a three days carnival or jubi- lee on the occasion of the completion of the paving of Pennsyivavia avenue took definite shape at the meeting last night, and if the Project 1s entered upon in the right spirit and by the right men there isno doubt it can be made a lively and creditable affair. For one thing, all the fine equipages and turnouts of the District will as naturally seek the wood pave. ment asa duck seeks water, and in this way Pennsylvania avenue is sure to present a per- petual scene of life and gaiety. And every- thing on wheels will be sare to be there when the magnificent drive is first opened to the pub. lic. It will need no great supplement to thi, Batural aggregation of fashion and horse-tesh to make a scene of decided brilliancy. —————— The New 1 York satay ioe ty creo the Internal Revenue report “very credii to the late Commissioner of Internal Ceres Sind to the administration under which he a, iG esestas comber irate 1 con OR stent BAIL ROAD MEETING.
