He is willing to increase salaries wherever the respon- sibility of the incumbent's duties is sufficient to warrant it, and thinks the morale of the service would be improved by a rigid adherence to prescribed rules, with rewards for those who, trom their good behavior, merit them, either by promotion or especial commendation. Secretary Delano is in favor of a reduction of the force now engaged in his Department, and will soon execute the design which he is now maturing to that effect. He is also in tavor of moderate increase of salaries, so as to make them commensurate with the responsibilities of the duties performed. He is particularly in favor of the increase of the pay of bureau beads. In brief, the foregoing are the views of (hose of the Cabinet with whom ve conversed on this subject; but, as we have heretofore stated, it is not certain that they will make any allusion to the subjeet in their aunual reports. Next in importance, and perbaps first, are the views of Ci On these questions. Sen- ator Williams is pronounced in the opinion that “everybody's salary ought to be raised.” He proposer to give the President $190,909 a year, Cabinet officers $25,000, Congressmen and to increase the pay of other offi same ratio. Senator Pomeroy entertains similar libera’ views. Senator Schurz also advocates an increase of salaries, but does not fix exact amounts. He intists, however, that a progressive system of official life should be adopted, not unlike the promotiors in the military service. He thinks that the most effeciive and thorough civil ser- vice we can have, will follow {rom the natural ambition of lower grades of employes to gain promotion, which can only be obtained threugh meritorious exertions, Senator Trumbull is also in favor of increased pay, but has not given the subject as much con- sideration as he thinks it deserves, so that he ia not prepared to give an opinion as to the emount Ofiucrease. He reiterates bis views of the im- portance of holding department and bareau heads responsible tor the efficiency of their subordinates, and proposes te give them full sway, both inthe matter of appointments and salaries of subordinates. These are but afew of the many opinions in approval of the claim of government employes for additional compeneaiion, that we have col- lected.
