We shall either have to go to press at an earlier hour or to buy another fast press, but at all events we shall try to fully accommodate the public and show our appreciation of their sapport and favor. +see- The -- Zona Libre.” A few dys since a dispatch from Havana was published announcing that the Mexican Congress had decided by a large majority, des- pite the strong opposition of Minister Komero, to continue and extend the zona libre or “free zone.” As this dispatch mystitied many readers who tn these busy times do not think it worth while tostudy Mexican politics, andas the mat- ter will probably be broaght up at the ensuing session of the Congressof the United States, a word or two of explanation will not be out of place. The history of the “free belt” is simply this: Ever since the treaty with Mexico, by which our southwestern border became the iine of the tro Grande, that river has been the basis of more or less extensive smuggling opere atons. But, during our late war, these opera- tens were carried on to an unprecedented ex- tent, and great quantities not only of the ordi- nary, commercial articles, but of arms and am- monilen, were smuggled across the Rio Grands and used by the confederacy. When the war was over, these officials who bad tasted the fruits of smuggling continued to pluck them; and in order to assist their efforts in this direction, the Mexican Congress decreed that a certain strip right bank of the Rio Grande titute a “free belt”—that is to say, it chould be @ kind of entrepot for traders, and no duties should be levied on merchandise while remaining in that region. Their own cus- tom houses were established on the edge of this belt. The practical effect of this legislation s to directly encourage smuggling; and so 'y did it operate in this direction that our revenue officers and the people of Brownsville made great complaint against the zona libre, Sct about a year ago the Mexican Congress not confirmed the establishment of this free but extended it much further than be- —far up beyond the headot navigation, and past th e Texan frontier.
