Beers, Nov. 18—A treaty between the North German Confederation and the States of Baden and Hesse has been signed. A treaty with Wurtemburg has been concluded, but not yet signed A great meeting has been held at Munich and an address voted the King, urging the union of Bavaria with the other German States, and begging him to avoid the danger of their isola- tion from the rest of Germany. He proposes joint armed resistance of the powers if Prassia de- mands more than Alsace and @ part of Lorraine, and urges England to form a strong military reserve, basedon the mi and to place a strong garrison at Quebec, under an able com- mander. THE RUSSIAN QUESTION. Loxpox, Nov. 1%—Dipiomats all claim to bave known that the demand of Kussia would be made sooner or later. Such public opinion as there tin Russia \* represented to bein favor of peace. English officers are volunteering for service in the Turkish army. It is stated that when the Russian Minister at Vienna commu- nicated Prince Gortchakoff’s note to Baron Von Bevust, he accompanied It with assurances of the most peaceful intentions on the part of bis goverrment. The Pall Mall Gazette, refer- ring to do Kasseil’s special mission to Ver- saiiles, believes he will return within twenty- four hours with a disavowal on the part of Prussia ot sympathy with Russia’s pretensions, Or will leave bebind assurances that an unsatls- factory reply will be considered equivalent to complicity. The Journal de St. Petersburg de- clares Kursia will not prove unwilling to submit her demand to a congress, if it can be held !m- mediately. It denies that the Russian note meant abrogation of the entire treaty. Turkey, it says, is threatened with internal dangers, and intervention is necessary now. THE ATTITUDE OF PRUSSIA. Lowpox, Nov. 18 —[N. ¥. Herald Special.}—1 have authority for stating that telegraphic dis patches have been received by the government indicating the position takem by Prussia in re- gard to the Kussian question. Prussia declares that the views Kussia claim are pbatural, and there should be an amicable settlement of the aftair. She cannot see any reason tor alarm on the part of the cosignatory powers. Rusia might bave appealed to the comignatories for a revisionot the treaty of Paris, bat one of them bas at present no orgsnized government, aud ix therefore unable to take part in any congress that might have been proposed. It seems t be admitted by Granville that infractions of the treaty have actually occurred in the case of the principalities, not by Russia's action. Lonpom, Nov. 15 [Special to the New York World.|—Notwithstanding the momentary and somewhat forced unanimity existing in the cab- inet upoa the Kuesian question, it is known that this unanimity exists only on’ the th Kussia will not_proceed to enforce her claims, but that upon finding England, Austria, Ital and France resolved, ene will submit the matter to arbitration. and not eng: in war. Should this expectation prove delusive, the peace party im the cabinet will insist upon England's ab- staining from all war measures. While little doubt is enter- tained of eventasl trodble through the eastern question, it is not believed that the present im- brogho will lead to war. The note of Von Beast in reply to Gortschakett’s letter is conciliatory, and expresses satisfaction at the decla- tion of Russia. FRENCH AND GERMAN PLANS, &c. As soon as he retired [ commenced relating the story of the coat, which my fastidious triend, Mr. Barnard, attempted to interrupt, froma sense ot horror that a friend whom he had hon- ored with an invitation to dinner should volun- tarily confess that he had worn a hetel-keeper’s dress-coat to a dinner with the Secretary of State.
