In support of this theory, which they claim to be sound and worthy the attention of the Executi those favoring a western man for the place show that of the estimated receipts for the fiscal year end- ing June 90, 1872, the western States are ex- pected to raise $57,617,375 75 as against $39,201,- 735.5 to be raised by the eastern and middie States, or against $55,800,651.19 to be prodaced by them and the southern States added together. In other words thatthe western States and terri- tories yield $3,816,712.56 more revenue than all the country besides. It is held, farthermore, that as the western and soutbern States are agricultural and producing communities their wants and interests are identical, and that a true statement of the revenue account would show $ 299.59 in favor ot a western or southwestern man to $39,201,755.35 in favor of one from the eastern or middle States. im addition to these reasons, those urging them argue that there is grave impropriety in selecting both the officer who collects and the officer who disburses the public revenues from the same quarter of the country, inasmuch as the inevitable, though of course unintentional, effect of that arrangement is to identify the fipancial policy of the government with, and in | some degree subordinate it to, the interests and influences which govern in the eastern centres of capital, while those of the wealth-producing portions of the country are practically over- looked, or at best but imperfectly understood. As a rule, considerations based upon geo- graphical divisions or State linrs should have Little or no weight in determining selections for official positions, bat {t cannot be questioned that they do enter into the account, and that, other things being equal, it is both expedient and proper that all the varied interests of the country should be represented as nearly as may be in its government. Beside, the reasons pre- sented in this case do not rest merely on geo- graphical considerations. They rise, rather, to the dignity of recognized principles of political economg; and, whether one agrees with them or not, it must be admitted that they are not without considerable force. Whether they will LT the desired effect with the appointing power remains to be seen. — Fire Att ALone THE Lixet.—The Patriot Opens uj its batteries this morning, in obe- dience to the popular will, and calls upon the Washington and Georgetown Railroad Com- pany to pave its portiow of Pennsylvania ave- nue as other parties are required to do. This places the whole press of Washington on the side of the people, as it should be, and leaves that corporation withodt an advocate except i paid writers who procure their communication: to be published as advertisements, but whose support seems to do it more harm than good. Powerful as monopolies usually are, by reason of the effort, capital and influence they are able to combine and concentrate, and particularly strong as this one is on account of the rich fran- chise it holds free of assessment, it will not prove powerful enough to resist the unanimous voice of the press, backed up as it is by the un- divided demand of the public. — Joun Brit ayp Broraer JonaTaay.—if we are to believe Mr. Hiram Fuller, the London correspondent of the New York World, John Bull is in a great pantie over the belief that President Grant has put in a peremptory de- mand for the setilement of the Alabama claims, indicative of a good understanding entered into between the United States and {tussia. The paper says “There can be but two parties in this country; and the attempt to manufacature one out of the revenue reform cry will be a disastrous failure. t the republican party be reformed, and it ll answer all good purposes.” The Republican, it will be remembered, sup- ported Farwell for Congress, who was elected by @ large majority over John Wentworth, the ‘Tribune's candidate, and therefore the former paper can very justly claim to be a better ex. His ideas are those of a practical, clear-headed American statesman, and will be fully endorsed by the American people. In regard to home affairs, it will be seen that he comes to the sensible conclusion that the people will pot be misled by buncombe cries of reform, when they see that strict economy and an honestly successful endeavor to reduce our debt, to relieve them from taxation, and to foster the development of our great resources, Constitute the whole aim of the administration. Councilmen, and see to it that the city is not disgraced by having its unpaid teachers running around to the brokers getting their bills shaved at a ruinous discount. The Crispin societies of Massachasetts, at a recent meeting in Boston, perfected a State organization, and decided that hereafter there shall be no more strikes in the society, and that the society shall be changed into @ co-operative one. It was also decided to ask the legislature to sid them, taking the ground that the princi- ple involved is the same as that approved in the aid voted to certain railroads.
