NOYES.. + Editor, Readi ing Matter on Every Pages w ASHINGTON CIry: TY URSDAY.......November 10, 1870. ‘The official correspondence about the McGar- raban claim, between the President and Seere- ry Cox has been published, and the edlect wpon the public mind will undoubtedly b> favorable to the President, as showing that h- Ceclined to take sides between the litigants— Me raban and the New Idria Company, until Congress, having the matter before it, had taken cetinite action. The elaborate reply of Mr. Cox is not only the pleading of an advocate tor one party to the case, but is the heated argu- ment of one very warmly interested in the suc- cess of bis client. We cannot suppose that an oficial of the standing of Mr. Cox really in- tended to give any undue advocacy to the cauze of a powerful and influential mining company, but his fervent plea im their behalf, and in- temperate denunciation of the plaintiff McGar- rahan, will tend greatly to prejadice his case with the public, whieh bad been lead by previ- ous representations to take considerable stocx im the entire disinterestedness of the course which brought him in collision with the Presi- dent, and caused his withdrawal from the Cabi- net. —-2ee- —____ ‘Tae Covet or Craims.—The result of th> election in Missouri on Tuesday is likely to bave the same effvct upouw the pro- gramme supposed to have been arranged in r gard to the Court of Claims as the late election im Indiana bad upon the English mission. It seems to have been settled that Chief Justice Casey, of that tribunal, was to be suc- ceeded by Senator Drak ho in turn expected tobe succeeded by a republican, to be chosen by the legislature elected this fall. Inasmach, however, as the democrats have carried that body, and as Mr. Drake's term does not expire until 1%3, it is not to be supposed that he will vacate his seat so long in advance and take the chancesof its being filled by Gratz Brown or Frank Blair. The probability is, rather, that he will hold on to his present posi- ton, and that @ new successor will be found for dudge Casey, when his resignation, recently tendered, hated ~ +202. ‘TezoRy VEESvS Practice.—Undue impor- tance has becn attached, by some of the over- zealous friends of that gentleman, to the so- called competitive examinations understood to bave been inaugurated in the Department ot the Interior by Secretary Cox. At least on: would think so after seeing Heaven spelled ‘baven,” physically spelled “ phisicaly,” sym- pathy spelled “‘simpathie,” and immediately rendered “ imi@iately,” by a candidate who had passed the ordeal triamphantly. Seriously, however, the examinations in that bave not been any more thorough or rigid than in the other departments of the government; and if there are those who think there will be any falling ow im this respect under Mr. Delano they count very wide of the mark. While the new Secretary will dowbtless pay som atten- tien to the political fitness for their place of those under him, he will none the less hold marit to be the true test of official tenure and ad- vancement. The internal revenue office was, as everybody knows, vastly improved in effi- ciency during bis administration there, and it is safe to my that he will not lower the standard in the more important position he now holds. ‘The “revenue reformers” have no cause for ala: m on that point, at least. 4 Worn ry Sasow.—The rain yesterday and the near approach of the season when bad weather may be confidently looked fur suggest the mquiry whether those engaged in the im- provement of our thoroughfares are not tearing up a little too far in advance of their capacity to thoroughly and promptly restore? Economy in working their forces may prompt this course, but at the same time the rights and convenience of the general public should not be lost sight of to the extent they now are in some instances, A sudden and protracted spell of bad weather would make some of our most important thor- onghfares absolutely impassable,_s contin. gency which a little foresight and consideration in the direction indicated above might effectu- ally prevent. —_—_-<ee--. —______ A correspondent of the Toronto Globe says that the deep red color of the recent auroral cisplays is due to the passage of the polar light through a stratum of minately divided meteoric matter, just as the rays of sunlight appear red when passing through air loaded with smoke. He adds that he exposed a giass slide on an elevated position, and some of the meteoric matter was deposited on it in the shape of hun- dreds of small bodies, uniform in size and appearance, and easily distinguishe:! from dust and other objects found in the atmosphere. ‘They were spherical, and about !-5,000th of an inch in diameter. ———_~< ee -___.
