THE CHANSEL IMPROVEMENT. A Petition to Congress. Proposition to Close the Georgetown or Western Channel and Open the Washington or Eastern Channel. ‘The following petition to Congress is being circulated in this city for signatures: he subscribers, citizens of Washington, re- Psa resent that the river in front of tus city has filled up so that the EASTERN OR CITY CHANNEL is almost impassable, even tor the compara- tively small vessels trading to this port; and this channel being almost entirely filed up above the bridges, prevents vessels of even th: smallest size from entering the canal, except at high tide, and ail vessels or steamers bringing freights to our wharves, if they desire to reacs Georgetown for return cargo, are compelied to be towed or to run down about three miles, to reach the Virginia channel, thas making =ix miles of unnecessary travel. To deepen tho channel above the brid; an appropriation of $50,000 was made at the last session of Congress, which ect bas been constraed to apply to the Georgetown chavnel, and a contract has been entered into for that purpose. It is the almost unversal opinion of pra I men, well informed as to all of the facts and surroundings, that a general and permanent improvement of the liver navigation in front of this city is indie. Pi nsably necessary if Washington is to continue 4 commercial city, and that to save expense and to effect this object in the best and cheapest manner potsible, that the water must be diverted and confined into _ ONE CHANNEL ONLY, und that in the eastern or city channel, and this also is in accordance with plans and surveys ot government engineers in charge. This plan is to cut through and deepen and widen the east- ern channel above the eeiaeee, and also to deep- en and widen the channel below the bridges, 10 front of the city, the dredged material to be dumped into scows, and then to be towed to the Virginia channel and dumped into the river; also. behind @ breakwater from Mason’s isla: 5 imade to divert the current into the city chan: a Which plan and mode of moving the mate- rial is TRE CHEAPEST PLAN Possinie. This opening and deepening of the city chan- nel will allow large sea-going vessels and steamers to come to the city w charge treights, and it , to pass up direct to Georgetown for return cargo, and will admit river craft to enter the canal now in process of deepening for Bavigation, being in direct con- nection with that important improvement so wisely authorized by at its last session. It will also be in connection with the Eastern branch and the navy-yard, will obviate the trouble of two southern draws to the bridges, and contemplated alterations and improvements by the bridge companies may be made to corre- spond therewith. LARGR APPROPRIATIONS are annually made by Congress for improve- ments of rivers and harbors elsewhere, and as no considerable appropriation has ever been made tor a permanent improvement of the river navigation of the capital of the nation, we therefore petition your honorable bodies to re- peal the act i erg $50,000 to deepen the Georgetown channel, which money will be cast into the river if this general improvement is en- tered upon, and we request that a larger ap- propriation be made to open andimprove a permanent channe] on the easternor city side of of the river on): set forth in this pesition.” gt hoses aed we Fecitives rrom Cixcrexati—Tirir Ayve t % Mus City—They wanted their Wiv: hence the 2* Capture. —Y¥ esterday atternoon, when even.
