Being without credit or standing, they generally fail, they should, to receive attention from responsible agents of the general or the city government. Forthwith a how! is raised, in- junctions threatened, and aj] manner of black- guardiem and abuse indulzed in towards those who have the character, brains and means to undertake the execution of important works. ‘We bave had occasion to note in Taz Stan many instances where improvements of great importance to this city have been hindered tor years, or defeated altogether, by the machina- tions of this set of blood-suckers. It is due to tLeur eflorts that the *Biue Jug,” our miserable rickety old jail, remains to distigare a portion of the city that otherwise would be one of the fest and best improved within the corporation limits. After long continued effort by many of our best citizens, who wished to get rid of the nuisance im that locality, the plan for a hand- some new jail building on another site was adopted, Congress appropriated $20,000 for the work, and the contract for its execution had been given out te responsible parties. Forthwith certain members of the shyster gang raised their characteristic howl, and, by persistent boring and lying, upset the whole project; thereby par- ating, apparently, the jail nuisance im the arttof the city; for most of the Congressmen, whe, through friendliness to the city. were will- 2 to give some etfort to the work of abating u pt so utterly disgusted and lamor of the shyster crowd tl they refuse to touch the matter, again, in any pe or fe mse project, from which so much was hoped by the commanity, has been harassed im the same way. The same mischievous crowd are engazed in asystem of mise presentation and lying as to the purposes of the commissioners in estabii: ing and altering the grades—charging whole: swindling on the part of the commissioners, the contractors, and what they call “the ring;” though in looking over the names of the con- tractors we fail to discover any semblance of a “rin, or aught else than this fact, that the commissioners have awarded the contracts atan average of about 20 per cent. less than the pavements designated, or any other reputable wood-pavements, are laid for in any other city in the country—Boston not ex cepted, where they claim to execute improv.- ments, and no duubt do, with a view to as €conomy as in any place in the world. We are at a loss to see where there is a chance for swind- ling at the prices at which the work is given out; and good judges with whom we have conversed Bay it if the work is well done at the prices at which the award is made, jt will be the cheap- €st job of wood-paving ever done in the United States. The reason for this, we suppose, may be that the opportunity to present their style pavement £0 contpicuously on the leading street in the capaiti of the nation, is deemed so good an advertisement that the pavement m-n think they can afford to work more cheaply here than elsewhere; and for the same reazon we may be pretty sure that fhey will execute the work in a manner to dothem credit. We do not doubt that the new pavement of Pennsyl- vania avenue will not only be the cheapest bat the best laid piece of wood pavement in the country.
