EVEN Lars: st Circulation in the District itor. a NesBY a NOTES... WASHINGTON OITY: = HERSDAY . October 13, 1870. “Reading Matter on m Every Page. By the qretuneiion of the President, elsc- where, it will be seem that the government is sustaining with entire good faith our interna- ticral ob'fcations with friendly powers. The Elections. ‘The farther retu: psto-day aflord some crumbs of mort to the di mocrets, who were terribly down in fhe ngath yesterday. It would seera tat Sebenck and McClurg eve certainly de- teated in Obie, and that the democrats have picked ep-a rember or two in Indiana, and two or three in Pennsyivar‘a. It is pot unlikely that the demccrats bave carried the legislatare in| Indiana, enabling them to elect 2 U.S. Senator | in place of Gov. Morton should he resign, which | of course he won't do as things have turned. ‘The democrats do not seem likely to materially reduce the large—over-large—republican ma- jority im Congress. ssee- We note that our school officers ave coming up tothe STAR’s platform on the question of corporal punishment in the public schools. In aschcol article in another column it is stated | that, in accordance with the recommendation of the Superintendent and the wishes of the ‘Trustees, the teachers are making an earnest efort to dispense with corporal punishment in the government of their schools, and they are now required to make an entry in their.record books of every case of such punishment, with full particulars as to name of pupil, cause, manner, Xe. The result is, that of the 119 schools in operation In this city, in 34 only was corporal punishment resorted to during the month. In other words, there were but 118 eases of corporal punishment for the month among 6.563 pupils; and of these floggings, more than one-balf (6) were in one district—the third. As this district stood lowest, in point of scholarship, at the recent examinations, it would seem that the raw-hide is not the best incentive to study. ‘The experiment of doing away with corporal punishment, in whole or in part, is being made in many of the schools of the country, and the satisfactory result in Syracuse, N. Y., where it bas been tried for the la-t three years, has been recently noted by the Kev. Samuel J. May. In the Syracuse schools have been gathered nearly five thousand children, between the ages of five and twenty, during six hours of five days in if forty weeks of each year; and the parentage, it is stated, of these children is as various asin any city in our country. In Prussia, Holland, Austria, France, and in New Jersey and elsewhere in this country, whipping in the public schools bas been abol- ished by bh ui the tendency of pubflic senti- ment everywhere is in the same direction. aa ee ‘The Hog and Cattle Nuisance and the New Par! Editor of the Star-—The tirst crop of grass has made its appearance on the K-street park. The hogs, cows and goats have also made their ay pearance. and this morning were vigorously making the earth bare fs.” Querye is not the corporation liable for damages which it per- mits to be inflicted on this improvement, or have the property holders, who have been taxed for it, no recourse at law? x. It is our belief that the corporation is liable r damages in this case, and we wish some of the injured property holders would have the pluck to test the matter in the courts. A swing- ing bill for damages is about the only thing that will bring the corporation officials up to the work of executing the laws against animals running at large. A more ridiculous farce tham the late pretence to execute them was never enacted. If the police “took up” avy of the stray animals they carefully put. them down agatn in the same spot, for not a Log, cow, goat, or goose is missing from its ac- | customed stamping ground. And if any of them did get so far on the road to confiscation and extermination as the Workhouse, we apprehend they were speedily “ pardoned out” by our kind-hearted Mayor, to get rid ot the clamor of the owners, every one of whom doubtless put on | @ poor face and alleged that each individual bog, cow, sheep, goat, or goose impounded was the special prop, stay, and support of a larger family than followed John Rogers to the stake Our Board of Health also undertook to do wonderful things in the abatement of the anima’ nuisance, but were similarly bamboozled by the pig-owners, and ended by giving them permis. sion to keep to the limit (') of ten hogs in a pen or lair, until it suited their convenience to kill their crop. “ Killng-time” will occur with these hog-lords when the general wirding un of mundane $ takes place—not & whit sooner— and then we'll wager that in certain hog-infest- ed wards of this city the pigs will out-squeal Gabrie!’s trump. —— oe ‘Tae Maryg Ecection.—As the chief subject of interest in the late election was that of the selection of a U.S. Senator, the vote of the gubernatorial ticket war expected to be small. Many local questions and various combinations to secure members of the Legislature for favor- ite candidates to the Senate contributed to make the majority small. Notwithstanding local and senatoriaf questions, Mr. Perham re- ceived a majerity of about one thousand larger than Gov. Chamberlain last year. There is no longer much, if any, doubt but that a majority of the me mbers of the legtsiature are favorable to the election of Hon. Lot M. Morrill to the U.S. Senate. The New York Sun seems tobe acting the same part for Major General Hiram Walbridge that the Herald did for George Law when tor a whole month latter paper was the devoted advocate of Law's “cl: " for the Presidency. ‘The Sum one week ago was sure that Walbridge was just the man for the State Department, and that be was going to get it. Now it is equally sure that he is to displace Secretary Robeson. Perhaps, as in the case of the other office-seeker who struck out for a foreign mission, and ended in asking tor a suit of old clothes, the General is vp for anything in the Blue Look. — Dr. Wm. T. Collins bas become sole proprie- tor of the Grand Army Journal, the handsome organ of the Grand Army published in thiscity. +s0e- There is a “ heap’ of good sense in the fol- wing from Hall's Joarnal of Licalth “If a man can sleep soundly, has a good aj petite, with ro urpieasant ‘resuindsts ateee meals, the bodily babits being cay, he had better let himeel! he ts as big as tence rail.” regular every — whether or as thin and dry asa A Pe vney lvabie avenue. The repablicans have carried, as usaal for several years, both branches of the State legislature—by 2 in the senate and 20 in the house. The importance at- tached to this ts that a State treasurer isto be elected and the legislative districts of the State redistricted. In Philadelphia the republicans bave elected the sheriff, reg ster of wills, clerks, and two or three judges, ‘rhey have ama- dority m both branches of the city council. OHiv. Private dispatches from disiriet (the 16th) say that h Judge Bingham’s it he has been re-elected by majority. The latest reports received ped that General Schenck has been de- re y 133 majority. He lost heavily in Warren and Preble counties. The democratic judges of election refused to receive a large bum! of republican votes in Montgomery | ener, i itis said that Schenck will contest jec: the election. Smith’s election in the 6th dis- trict 1s secured by 108 majority. The delegaiion in Congress will probably stand as at present, as he republicans gain two Congressmen, Petr: d. The Ger- man voters throughout the State supported the repubhesn nominees.
