The plan of construction, or mode of laying dows, wes before the Commis. sioner es an incident only; and in selecting the Miller, Stow, Foi'arsbee, and Robbins, all woden pavements, they simply declare wood the best material, and equal to any other in mode of construction. It is well where itis, of easy access, and it connects different sections of the Union which ought ts be thus united, and if the agitation for its removal were ended it would eadily improve, £9 as to mect all the wants of S seat of government, which are not extensive, but peculiar. It can never be commercial or manufacturing, therefore never a great city, which, like London or Paris, could, fa in times of excitement, take the control of the nation and everrule or compel governmental action. We can have in Washin:.20 no powerful Jacobin clubs or Lord George Gordon riots. For luxu- rics like these we must f° into some p>pulous city. But of this there is litile dange: No statesman would consent to surrender s od to the United States, soil and jurisdiction, the last of which is absolutely essential, and thus — bis State at home of secondary considera. jon. Nor would it be wise to give aspot of ground to the United States whereou to build up acity. Besides, if we m: mage the capi- tal at once ambulatory, no capi! will have faith enough in its permanence to build a good hotel within the first twenty years.
