Passage of the Tax Bill. ‘The majority of the Board of Common Council who last evening voted ty recede from their amencmen’s t> the tex Lill which passed the upper board, deserve the thant< of our citizens for their action in the matier, as they have | thereby done much to retrieve the credit of tho ‘Cor poration, and prevent embarracsment in the administration of municipal affairs. The bill will now become a law with the rates fixed by the Board of Aldermen, which were agceed | upon in that board afier careful consideraion by members who, opposed to each other on other questiors, were unanimously in favor of cntting dow> the taxes to the lowest possible lim't con- sistent with the best interests of the city. The bill as passed levies a tax of 21.30 on every one bundred dollars of the assessed value of real and | personal property in the city of Washington, divided 23 follows: General fand, 25 cents; ward funds, 50 cents; gas, 12 cents; Met-opolitan Police, 1* cents; public schools, (waite and col- ored,) 59 ¢2nts; redemption of ten year bonds, 10 cents, improvement of the Washington canal, 18 cents. It is made unlawful to divert any of the funds accruing from these specitied : >urces to any other object than that for which they are col- lected. The bill as passed pro- Vides that a discount of ten per cent. shall be allowed by the Collector upon all taxes ac- eruing under this act that may be paid prior to the 15th day of October, 1570, and of five per cent. upon all such taxes that may be paid be- tween the 15th day of Uctober and the 15th day of November, 1570; and that {om and after the 15th day of November no discount shall be allowed. ‘The eighth section of the bill directs the Col- leetors of Taxes “to allow any person or persons having texes to pay under the acseesments of this act to pay one-titih part thercof in the cer- tifieates of this corporation, bearing date. the Doth of July, 1570, and that in receiving the said certificates in payment of taxes they shall be re- | “* ceived at the nominal value thereof, with the | accrued interest added thereto, counting trom the date of the certificates to the day of its pay- ment fer taxes, in settlement of the interest which shall have accrued on the coupons.” The italicized words were an amendment ot .the Board of Aldermen, made £0 a: to enable twoor more small tax payers to consolidate their bills, so that they may receive the benefit of the pay- ment of one-third of their taxes in certiticates, ‘Thus if two or more perrons have bills which amount in the aggregate to $150 they can by al- lowing one of their number to pay them get the benefit of payment of one certiticate of indebt- edness of the denomination of $°9. Here is an /mportant line of railroad completed | fo the Chesapeake and Obio Canal, with basins copstructed, and only awaiting the water to be let in to commence the shipment of all the hard coal and white pine lumber that may be needed ior one hundted miles on the line of the canal, and furnishing the necessary supplies to George- town and Washington cheaper than by the present routes. The president thinks that ons hundred thousand tons annually would be shipped over this new route. This very largely increased business is prevented by a resolution of the Canal Loard, recognizing as valid the act of the Legislature of Maryland passed on the last day of the session, forbidding the connection. ‘This act was clearly unconstitational, and should have been ignored by the Canal Board, and the connection allowed to take place at once, its copstitationality t2 be determined by an appeal to the courts; and we call upon the Canal Board to reverse their action at the next meeting of the board in this month, without re- gard to this hasty actof the legislature. Again, it would be satisfactory to know who were the authors of this act, which discriminates so gely sgainst the trade of this city. It is sin- gular that no new Lincs of trade can be contem- plated or completed to this city, but Opposition lines in Maryland, or the in‘tuence of Baltimore Prevent their copsummation.
