It was painted to the order of Mr. William Stickney, by Huntington, of New York, 80 long President of the Academy of Design, and may properly be classed, both on account of the faithful resemblance and its artistic execution, as one of the very best works of art in the city of Washington. We venture to hope it may some day be duplicated for the Corcoran Gallery, or for one of the institutions of the city of which the distinguished original was in his lifetime so hberal a patron. VIEWS OF THE EMPRE A dispatch from the Bmpress to the Emperor, forwarded after the first two battles, has been discovered and published. She says“ Pietri's dispatch has been received,” and adds: ‘Have bod considered the consequence of s return to ‘aris under the blow of two reverses? I decline the responsibility of advising you. Tours, Oct. 3.—An official decree has been issued for the purpose of enforcing discipline and order. The most rigorous measures have been taken with that view. Courts-martial will replace councils of war during the continuance of the war. There will be no revisions of and no te alterations in sentences pronounced by courts- martial. Admiral Fourichon has resigned the portfolio of war, but remains in the cabinet as the head of the navy. M. Cremieux acts as delegated minister of war in place of Fourichon, resigned. FAVRE AND BISMARCK AGAIN. Lonpon, Oct. 3.—Jules Fayre having asked Count Bismarck, in the name of the diplomatic body, for permission to send a weekly courier from Paris and to have notice when the bom. bardment will commence, received an answer from the Count refusing the latter request on the ground that it was an unmilitary procesd- ing, but conceded the former, in case the con- tents of the dispatches forwarded are unobjec- tionable. BERLIN, Oct. 4.—The Parisians having ordered that no Prussian prisoners are tc be taken, because they help to consume the + tore of food in Paris, the Prussian commanders have also been directed to make no prisoners. Tovrs, October 4—An encounter recently occurred between a French reconnoitering par- ty and the enemy at Meche’s farm, north of Paris. No result is stated. PKUSSIAN MOVEMENTS. The commanders of Forts Montrouge and D'Ivry, on the south of Paris, have reported that on the 2sth ult. large masses of Prussians were passing west toward Versailles. On the same day there were no Prussians visible from the tower of Vincennes. There are 1,500 Prus- sians at Pithiviers. PATRIOTISM OF THE FRENCH CLE . Tours, (ct. 4.In Brittany the clergy are taking an active lead in measures for the na- tional defence. This is the case in good part in the southot France also. The government is thus greatly strengthened, and the disposition to respect the rights of the clergy is correspond- ingly renewed. FRENCH SHARPSHOOTERS, Lyons, Oct. 4.—From all parts of France ac- counts are coming in showing that French sharpebooters are vow seriously annoying the enemy. THE FRENCH POSTAL #PRVICE. Tovns, Oct. 4.—The postal service continues to be £o irregular and uncertain that the Oficie! Journal of the Republic bas been forced to make an explanation. The Journal says that so much rolling stock ot the railroads has been captured or transferred to the northern and eastern roads since the war commenced, that there is not enough left to run trains regularly.
