EVENING STAR. Largest Cirenlation in = District CROSBY 8. jOYES. WASHINGTON OITy: SATURD \Y....... October 1, 1870. "Reading Matter on Every Page, The Fighting at Paris. Making allowance for considerable exaggera- tion in the reported French successes outside of the walls of Paris, there seems no reason to doubt that what fighting has occurred there withm the last week has been favo rable to the French. The great length: of the Prussian lines encircling the city of Paris necessarily attens- ates it strength, affording encouraging oppor tunities for sallies from the city. These sacces- see will not of course cause the Prussians to raise the siege, and will not materially postpone the | fall of Paris, but s gallant defence of the city ill undoubtedly attract sympathy for the de- fenders throughout the world, and will serve to bring increased pressure of public opinion to bear upon the invaders to cause them to concede terms to the French not too humiliating for the self respect of a gallant and proud poopie. According to the dictum of military men. assuming that the garrison of Paris, exclusive ot the detached forts, reaches a strength of 210, 000 men, the Prussians must have 140,000 soldiers ready to repel sorties, which, supposing three reliefs, gives a total, in addition to the working parties in the trenches, troops on picket and more on fatigue daty, of £4,000, exclusive of the detachments necessary to guard the rear and cover their commanications wita their base. From the manner in which armies melt away in the field, even when there is no 2. shown by our experience in the rebellion, it will not be an easy matter fur the Prussians to keep up this immense force at this distance from home for any length of tims. This fact will be another inducement to cause Bismarck to lend @ favorable ear to peace propositions. The French seem to count largely for relief upon the new army said to be concentrating behind the Loire. But little, however, is known about this army, and it does not appear likely that it will be strong enough to exercise any great intluence upon the fate of Paris. New Yore ty 4 Browse Strpy.—The New York papers are still inconsolable over their “bogey” statue of Lincoln. The Times de- nounces the outrage upon Mr. Lincoln, who ought to have been held sacred from the carica- turist, but is now made totarn a deformed back upon asympathizing public, and a doleial face toward a candy-store, while his abominable trowsers are spreading toward all points of the compass. The World excitedly demands that the abortion shall be suppressed by brick-bats, demoiition, decheance, abdication, veiling, or ny other mode of relief ‘so that stage horses may not shy, andthe Muses of the Academy ebudder.”” And it turns out that fis morstrosity in bronze is the work ot browne—the great Browne, who has been heralded as the coming sc: who was to supplant all the effet: botel the chiseling line—the Power's, Crawford's, Greenough’s and Mill’s. New Yorkers bave put on a good many airsabout Browne. They make deprecatory remark; about our great national works ofart. They say, “ Ah, now,if Browne bad been the man'” ‘ Wait until Browne takes Ais place in American art—then, Kc.” Well, Browne das taken bis place. He has done New York brown enough. NewYork won't say Browne tous again in a hurry, we fondly hope. Exit Browne. We stand by Clarke Mills and the rest of the old favorites. = ssee- ‘We clip the following from the money column of the New York Jvurnal of Commerce, one of the ablest commercial and financial papers in the country. This article isespecially applicable to a large number of our own citizens who live upon fixed salaries. Here, in Washington, there bas long been an outcry against heavy taxes and exorbitant rents. To-day, such a complaint is groundless; our taxes are lower than in any other large city of the land, and any man of energy can procure a home for himself and family. The large number ot comfortable resi- dences, of every capacity, now going up in different parts of our city, can be procured upon terms to suit any purchaser, an neglect of such rare opportunities to provide for the fature is absolutely without excuse. The extract will re. pay @ careful perusal: ‘We are very happy to answer our friend who wishes to know how, on a salary of $1,00) per apnum, he is ‘to make both ends meet.’ There is no length of rope whose ends cannot be brought treet er if too mach isn’t put in the enclosure. Two yards of line will not reach about a hogshead, but try it on a barrel and the ends meet nicel ith something to spare. There may be a it of salary below starva- ton wages, but “a man with a wife and one cbild, four years old.’ can live comfortably upon one thousand dollars a year. He cannot rent a house on Fitth Avenue, norcan he dress his wife im Cashmere robes, nor take a cari to the opera. He cannot, indeed, secure a domicil very commodious and Ennemons, nor pur. chase many comforts he may have deemed indispensab! but if be will cut his coat according to the cloth, in a cheerful, economical spirit, he will find his shelter, food. and raiment far above the limit of positive discomfort. The greatest burden, in the attempt to support « family ou the sam men- tioned, Americans, to “keep up is meant 'P appearances,” by wi to maintain @ show of being and having not arranted by truth. ‘This is why the German sacrifice 4 tpiaceopt his sitestion wih a cheerfal purpose ‘to the bert of it, bas Conquered nearly all of its difficulties at the start, and valness in management of details will de all the rest. Outof every $1,000 spent from salaries ot this amount in this citr, how much goes for that which brings no real comfort, and is positively Wasted? If this portion were saved and hon- estly applied to real uses, the gulf at which so many gaze despairingly would be bridged over, and peace comparative plenty would of: tener be the constant attendant the poor man’s board.” The Washington and Georgetown Street Kail- road Company came up squarely to their prom- ise, and to-day are charging only five cent fare, It may be rough for the stockholders, but the public like the reduction amazingly. A five cent fare is so handy, you know! Anexuberant friend of ours announces his purpose to ride over the road all day, to enjoy the luxury of pay- ing five cent fares. ‘This ursearonable ‘bot weather following upon rain 8 favorable to disease, and affords a par- ticular invitation to the yellow fever, which seems to have got a foothold at New York and elsewhere. Our health officers should exercise little extra vigilance to put the city in a good sanitary condition. The Augusta Journal is is authority for the state- ment that some weeks ago President Grant of- fered the mission to England to Senator Mor- rill, of Maine, but that he was obliged to de- cline the of offer. ‘The registration of voters in the several dis- tic*s of Montgomery county, Md, foots up 223 whiter, 1,544 colored. | To-day all the street ot reilends in New York and Brooklyn, with one exception, have re- duced fare to five cents.
