On the 23d of June, the day I entered upon the dutics of Water Registrar, there was upwards of one thousand hows: s ja arrears tor water rent, ranging from +'x months > four years. Property supplied in this way oiten changes hands. One corsumer pays, while another does not; and, in order to compel the del_nquent to pay, we are obliged to shut off the water from both, thereby doing a great injustice to the pariy who has paid. The practice has been discontinued in most other cities, and I recommend that it be discon.inued here. WATER METEPS. A recent act of Congres requires the use of water meters in placcs where alstge awount of water is consumed. This act has not yet been carried into execution. The supply of water on Capito! Hill, and on the high jands in the northwestern part of the city, has b-en far below the nece_ sary requirements of the people.
