EVENING STAR. _ Largest Circulation in the District EBS, tor Walnut AN ny Wie tages cng APL poy to GREEN & t Ww. 03) Editor. NGT ON “or TY: Ep September 0, 8570. cnesnY s. aon ‘The Water Deparime An examination into the affairs of Department by the new Vi anvthing bat a satisfactory condition of things respect to much of it¢ past management There bas been an utter want of system In keep. the accounts of the office; the records are in imperfeet condition, and some ortant records of the ovfice are her! Thus, there is no record. a disgraceful of the most fu missing al whatever, to be found of water mains | laid between December Slst, 18, and stuly, 188, and the only record of the mains laid, and fire-plags set prior to December 31, Tot have been kept, as required by law show the condition of the water system, There has been utter failure to carry out the law tm regard to the collection of water tax, and, through this unaccountable neglect, the arrear~ ages now amount to nearly one hundred thoa- sand dollar~! Similar neglect has been shown in the collection of water rents, and when Mr. Crane, the new Water Kogistrar, entered upon his duties, om the 23d of June, he found upwards of ene thousand houses in arrears for water rent, ranging from six months to four years. ‘The water fund proves to be utierly swamped through wanton disregard of the law keeping it entirely separate from other fands. There is nominally a balance to the credit of the water fund at this tume ef $57,966.03; but it seems that every penny of thissum has been absorbed in the Bowen maelstrom. At any rate the eor- por m bank of deposit has construed the Bowen overdrafts of $2000 as raking in the water-fund deposit, amd new refuses to honor checks on the water’ fund. The resnit is that there is no money to pay either contractors or laborer=, or togucet over- due bonds. and unlesssome arrangement is made by which the department can be runon “tick,” atter the detestable system imaugurated within the lest two years, the further laying of water- mains must be suspended, for the season at least. it is evident that the water department sys- | tem requires a pretty forough orerhaulirig. see. ras Tae New Usury Law any tux Beitpixe Asoc 1ATIONS.—Theze has been some doubt ex- pressed whether the workings of the new usary | law, by which the borrowing of money in this trict has been considerably facilitated, would } not serve to check the formation of new Build- ing Associations. Thete a<ociations, tor pur- | poses of loan as well 2+ investment, have been im great favor for a puwber of years, and have done an amount of business im th’s way, which, st feoted up, would probably surprise those who have not given the matter attention. That the hings of the new usury lew has tended to apen money is shown by the low prices which it hae commanded at the monthly sales in the Building Associations since that law went into eflect, but the result, as shown by recent activity +» the formation of new associations, has not been 1 diseowrage the building association tem, but rather to compel @ change in its »Peratiors more favorable to the borrower. ‘Those taking stock as an investment, ouly, Will get fair returns, but the d'scrimination against the borrower will mot be so marked as heretofore.
