The French people seem yet to count upon aid from other European powers fn making a stand against Prvssia.{but the hope, it is quite parent to cooler spectators is an utterly delu- sive one. There is no doubt that the growing strength of Prussia is a matter of uneasiness to the other powers, and that, as far as words may go, they will gladly use any persuasion to in- one Germany not to aggrandize herself territo- Tially at the expense of France and t> the dis- turbance of that palance of power which it has been held so destrable to maintain in the inter- ests of peace. Lat one by one the European nations have signified unm'‘stakeably that their Interference will go no further than words. In truth, no power is prepared to go beyond per- suasion with so formidable an antagonist as Germany bas proved herself to be. ‘The semi-hostile attitude assumed by Italy and Ausiria early in the conflict was hastily abandoned by those powers as the enormous strength of Germany was developed by the crushing blows dealt to France in such rapid succession. England, once the most medille some and domineering of powers when conti- nental wars were on hand, takes no partin the present afla‘r, “lest her motives should be mis- understood.” Austria bears in mtpd the tremen- dous drubbing she got from Prussia lately, and ismum. Italy has her hands tall at home, and Russia, the only Power that has been supposed to bave the strength to afford any effectual aid to Frarce, eats humble pie, and urges, through the official journal of St. Petersburg, that the terms demanded by Germany ought to be ac- cepted at once by France. ‘This change in the tyne of feeling in political circles in Ressia, which has been distinguished for its Prv--ophobia, is @ siga that Alexander is not prepared for war. Doubtless he dreads that Germany, if furnished with the provoca- on, would advanee to the Visti Seizing and holding Kussian territory up to that point to make a strong natural boundary on the line of the river against Russian attack, just as Bis- marck now demands ‘a better boundary” next France, so that her “offersive shall not be strategically stronger than Germany's defen- sive.” The diplomatists of Europe ere doubtless do- ing their utmost to stop the present war before France ts utterly exhausted; but quite certainly they will not tender any ‘material aid” to the latter, such as seems yet to be counted upon by the French. The amendment of the Board o of Common Council to the tax bill last night, adopted bya vote of 1 to 8, allowing one-third of the certifi- cates of indebtedness to be received in psymont of taxes, instead of one-fifth, is certainly extra- ordinary legisiation, in view of the fact that the one-fifth would amount to about $290,099, or one- third of the whole amount of certificates, thus Providing for their redemption in three years as contemplated inthe act of Cong.ess; and in view of the farther fact that it will reduce the amount of cash to be received for taxes $155,555, leaving a sum totally Insvfficient to carry on the Dusiness of the corporation. The Board of Com- mon Council in their action on the tax bill seem constantly to ignore the fact that the amount of taxes paid in certificates is not available to meet current expenses. ‘Thus, if they take last year as a basis, they would have, in every case this year, to add 25 per cent. in order to realize as much, even if one-titth of the certiticates only are receivable for taxes. —+—— -wee- WANTS TO BE A MILLION._New York city dont “‘want to be an angel,” exactly, like the good child in the Sunday school rhyme, but does hanker the “worst kind” to be a million. ‘The census only shows a population for her of 97,999, and Marshal Sharpe is being abused like a pickpocket because he can't stretch the figures to around million. When a candidate is strong enough to sweep out all oy position, 23 was the case with Gen. Gr*‘gt when first named for the presidency, itis wen enough to trot him out early in the Season; but, in most cases, the effect of a premature nomination is to kill off a candidate, and probably Messrs. That board previously reduced it from [9 cents to 39, and last night they reduced it toS5.
