SSS reres eee ene —_—= Elsewhere tn to-da: per will be found the N= FALL AN : . EVENING STAR. Largest Circulation in the District CROSBY S. NOYES. WASHINGTON OITY: FRIDAY.... “eptember 23, 1970. “Reading Mztter on Every Page, ‘There is no truth in the statement in the Ne ¥ Vork Evening Post of last cvening, that Fish has explicitly instructed Mr. Was’: that he can do nothing whatever to mitigate the sufferings of the expelled G :tman: Mr. Washburne, under the instr ctions an Permission of the State Department, has o forded relief and mitigated the suiterings of Many thousands of Tmans expelled from Paris. The limit of his efforts im that direeti has been only the c: ty of physical eftort aad I lator. -se0-- We experience a grim satisfaction in know that New York city bas committed the in cretion of setting up a statue. Washington has long enough been the target of all the penny- whistle crities in regard to her “works of ars” — her equestrian statues with horses on four leg three legs, two legs, and one leg; her prodigies | in marbie, the bowling Columbas, the suirsiess Washington, the podgy Goddess of Liberty, and all the rest of them—now New York has gone ante the fine art and ‘‘statooary” business, and | is pretty certain to draw the fire of criticism from this devoted city to some extent. New York has raised.at much expense, statue to Lincoln in @ conspicuous position in Union Park, that is—from a Washington poiut ot view—most satisfactorily wretched. It gets abuse from every quarter. The Times calls it “<a frightful object” says it ia“ like the hideou, | night-mare which people have after supping on | roast pork and lobster salad,” and expresses its €agre freadiness to receive subscriptions “to- wards the expense of taking it down and sending it off to Chicago where works of art of this kind are thoroughly appreciated. The World says ‘it presents to the future of the city an ignominious view of a dispropor- tionately tall gentleman's back, arrayed in a singularly ill-fitting suit of store-clothes, but imperfectly draped by the lean and pinched drapery of a cloak which seems t> have been , modelled from a damp water-proof thrown over the arm of a chair.” The World does not | know precisely who should be held responsible for this abortive effort to honor a great officer | of the government, bat thinks it may be that the city authorities have been overtaken by this calamity in bronze “as innocently as they | were by its not unworthy precedent in brown stone which stil! defiantly rises amid the wreck of matter around the City H Apother paper says * It turns out tobe a painful and ridiculous failure. The features of Old Abe are decorated with a bronze beard, which is extremely unlike any os apparatus that the triends ot the Chet Magistrate remember to have ever seen him wear; and the expression upon the featares is that of idiotic amazement at the turn things have take, and the change that has come upon that portion of Broadway.” Now this is what we like. It is all right. Washington has stood this sort of thing for agood while. Everydog hashisday. Ihe whicligig ot time isworking. We are glad New York has got this statue. We respectfuliy invite public exe- ration upon it. We hope New York will put up more statues, and that other cities will put up statues. Punch once had a picture (dated on the anniversary of the battle of Waterloo) rep- | resenting the shade of Napoleon appearing be- fore the sculptor of the Hyde Park statue of Wellington—a great abortion—and Saying, with & diabolical grin of satisfaction, while pointing ‘Over bisshoulder to the statue: “For many years I have wept this day, but now I am avenged.” Washington has wept through years of indignity the infliction of the“ art treasures” of govern- ment, but now she is abont to be avenged. obo It is a hopeful sign of reform that high- minded public men are taking open ground against the bad practice of levying compulsory subscriptions from government clerks for polit- ical purposes. We see it stated that at a late meeting of the Pennsy:vania Association in this | city a resolution was proposed to censure Secre- | tary Cox for refusing to permit a forced assess- ment to be made on clerks under him for politi- eal purposes. A letter was read from the Sec- retary, giving leave to ask voluntary contribu tions under # pledge not to attempt in any manner to visit hostility on those who may fee)” unable to contribute, or who desire to use their funds otherwise. Secretary Cox then adds:—“I | sincerely believe the attempts mae this year to levy such assessments have already hurt the party many fold more than‘ the assessment, if collected, could help it.” } This action is equally creditable to Secretary Cox and disereditable to the parties who would dragoon him inte compelling clerks of scanty means to ~‘contribute” to an election fund the money that is hardly sufficient to provide bread and clothes for their families. Of the same commendable sert was the action of Represent. ative Lynch, of Maine. It appears that during the late contest in that State, and the most sharply contested field of which was Mr. Lynch's district, a number of the Maine clerks im the Departments voluntarily contributed to the Kepublican election fund in that district. ‘To one of these came a note from Mr. Lynch returning the remittance, and saying: “With your small salary and large family, I think you Ought not to be required to pay anything.” In this case the contributions were not enforced, but Mr. Lynch showed by his note an intelligent recognition of the fact that the salaries of gov- ernment clerks are not adequate to enable them to shoulder an electioneering fund. A strong argument against the demoralizing system of enforced subscriptions is found in the fact that m nine case out of ten but the smallest fraction of the money is applied to the parposes for which it is ostensibly collected. It goes usually to the use of a set of knaves, shygters, and strikers, who are mere excresences on the party to which they claim to belong. Olive Logan, having wares to sell, (in the literary market,) understands the value of keeping herself before the public as well as Helmbold or George Francis rain. Her latest effort in this direction is a twelve-page article in The Galazy for October, wherein she elabo- rately amplities the snap judgment she so thoughtfully made public through the daily press several weeks ago, that it doesn’t pay to visit the Yo Semite Valley! Of course it don't, in many cases. [at that depends very much more on the visitor than the place visited. A woman with a natural taste for upholstery, ribbons and chignons, and an expert in stage effecte, can undoubtedly get far more enjoyment with very much less trouble out of a walk on Broadway. Bat it isn’t so with everybody; and the mistake the Logan mukes is im supposing it is, and that she is the only per- son who has courage enough to tell the trath about it. The ride from Stockton to Chinese Camp is, it must be admitted, dusty and disagreeable beyond parallel, and that from the latter point to the Valley is, without question, rough and wearying to the last degree, particularly to a ‘person unused to out-door exercise; but not to forget these things in gazing on the sublime glories of the Valley once reached is much like @ mother holding s life grudge against a child om account of the pangs of travail. And Olive Wouldn't do that, we trust. $< -2ee-—___ Our telegrams to-day say that the Prussians bave possession of the high ground at Seeaux, south of Paris, by which their guns will com- mand the southern Portion of the city. The southern defences of Paris, extending from the left bank of the Marne, at Creteil, across the Seine to Versailles, are commanded by a light range of hills, one of which {s the heights at Sceaux. When the forts were built, ried can- non were unknown; and now, by some fataity, the Parisians have tailed to guard against the Prussians getting possession of these hills, from which the use of their long range guns is practi- cable. it remains to be seen whether the long range fire will make the capture of Paris practi. cable on that side, or whether, as in the case of Charleston, S. C., it will amount to anything more than an annoyance. Military men hold, however, that the possession of this point has a very important bearing upon the capture of Paris. advertisement inviting proposals for the paving ot M street, or that portion of tt, rather, lying between Vermont and New York avenues. It has beretefore been the hope of the Commission- «rs,we understand, that this work could be com- pleted yet this season, but so many delays have occurred trom causes beyond their control that tis now exceedingly doubtful whether this re- sult ¢ ed, on account of the near proach of winter and thé length of time neces- sary to put down the sewer.and to make the re- ment and eennections of water, iscwerpipes, ete. Nevertheless, it is the n to pasa both imtprove ments forward as Tapidiy as possible. seee. The war tn Missouri between the Mv larg republicans and the Schurz, Brown bolters grows more heated. Schorz has challenged Senater Drake to a political discussion, but Drake declines on the ground that his time is fully taken up with appointments to speak in | the interior of the State. By the way, the New York Trivume while pouring hot-shot into the belters in Missouri, recommends a belt from the regular nomiuation in O*Neilt’s distcict, Penn- sylvania, to save the district to the tari men. in Missouri the bolt has a slant in favor or free-trade, and therefore is an unpardonable atair with the Tribune. swee-- It scems that one-third of the entire number of children of school age in the city of Brook- tym, N.Y., are deprived of education throagh the want of school accommodation. We trust that our Coancil board, in reducing the school tax from 50 cents to 39, whereby the schools must be closed in tour months, does not think the example of Brooklyn a good one to follow. seee- — The population of Chicago in 1360 was 109, and by the present census is shown to be 297,500, exbibiting the extraordinary increase in ten years of 158,240, or more than 172 per cent. +20.
