The returns of the assistant marshals charzed with the duty of enumerating the ;opulation of Washington show the tollowing result: First Ward, Second Ww Third Ward . Fourth Ware. Fisth Ward Sixth Ward. Seventh Ward. ‘Total. ‘These figures are official, except for the first ward, in which the final additions may show a | t slight variation, but not enough t> materially afieet the general result. In considering this showing, it is to beremem- bered that the enumeration entirely omits the ge floating or non-resident popaiation present in the city. Itshould be borne im mind, furthermore, that the count was take atthat time in mid-summer when the larg per centage of our actual population is out of town for the heated term, and the larg--t num- ber of residences closed for the season, so that the cnumerators could obtain no information whatever as to the inmates and other absentees. We have also reacon to believe, notwithstand- ing one or two paragraphs have appeared in this paper comp!aining of the manner in which the work was done in it, that the second ward has been enumerated quite as carefully as any, and that a thorough canvess would show a much larger number oz omissions in some other quar- ters of the city than there. In view of these facts, it is perfectly safe to acsume that if the canvass had been made two or three months later in the season, and the work then thorouchly and conscientiously dene, the city would show an actual, bona fide popula tion of over 115,0C), and we should not be sur- prised if it reached 120,000. But the figures as they really stand—111,195— make a very good show.ng agairst 61,122, which was the population in 16). An increase of 50,073, or $2 per cent., in ten years indicatesa growth and prosperity much beyond the average of cities in any part of the world, and which will be found to be equalled by very few if any even in the most rapidly growing parts of America. And, what is quite as gratifying, this increase of numbers has been ia!y matched if not sur- passed by the tncrease of :>!id business, by the general advance in the style and quality of buildings of every description, and by ths en- hanced value and improvement of property of all kinds, beth public and private. —What will the next ten years show? is a question at present of vastly more importance | than what the last ten have done. With the | sopetus now gained, with a proper administra- tion of the city government, and with @ spirit of liberality and enterprise on the part of our c.tizens, the ratioof increase in the next decade oughé to be even greater than in the last. With the right action it will be; without it, there will be divided interests, stagnation, declme. Peo- ple of Washington! your destiny is im your own hands —_——__-<ee--_____ There are, we regret to observe, indications of an intention on the part of certain members of the city councils to defeat the projected tax levy to meet the city’s proportion of the cost of paving Pennsylvania avenue and M street. The gentlemen who propose to thus set themselves against the wheels of progress are in danger of committing a terrible mistake. The improve- ments in question are required by congressional enactment. which was clearly in conformity with both the public wish and the expressed desire of a majority of those directly atfected by the measures; and if the gentlemen opposing them sxcceed in their machinations one of two is pretiy certain to happen: Either the J-moving project will receive encourage ment in Congress next winter, or the bill to change the forms of government in the District of Columbia will become a law. Afew malcon- tents can not be allowed to keep the national capital a half century bebind the age; and if their efforts to do so cannot be defeated in one way they will im another. It will be well for tLem to count the price of standing still as well the cost of gving forward. — GayERat LOGAN ON THE REMOVAL ov THE Carrrat.—General Logan made an elaborate speech on the occasion of his re-nomination for Congressman at large in [llinois, stating that in accepting the nomination he wished it expressly understood that it should not interfere with his being a candidate for the United States Senate next winter. He announced himself opposed to an irredeemable currency or the issue of more greenbdacks, and in favor of the removal of the copital. In this connection he said: “I kpow a great many people laugh at that, but now, my countrymen, let me say this to you —the capital of the United States ta jase as cer- tain to be moved West as you and I hive. With Syester one against him, as will doubtless be the case, the contest will an exciting one, and, as is usual, the friends of both gentiemen are conlident of the success of their tavorite. As Hamill, the present incambent, was elected two years ago, by a little less than tive hundred majority, the new element—the colored vote. will have an important bearing in this contest, and an unbiz<ed statement of facts and figures mavenable the reader to form an idea of the probable result. This county, (Washington,) for several years past, has gone democratic by about four hundered majority, and as the col- ored vote will not reach over three hundred or three fifty, with h some dissensions in the repabli- can ranks. it is probable that in the coming election a majority of votes will be cast fur the democratic nor‘iee. This may also be said of Alleghany, where the colored vote will be light— probably ‘not over two hundred and fifty—Dbat when you come down to Frede: and Carroll there is a more cheering aspect fur the republi cars, for in the former county the colored vote, if brought ont, will reach seven or eight hun- dred, with not less than five or six handred in the latter county. There are divisions among the republicans undeniably, and they cannot poll as heavy a white vote as heretotore; bat with the large colored vote in their favor are willing to give large odds, and yet claim a vi tory.
