We are glad to sce that three or four Alder- | men had the courage and public spirit last night to denounce that system of demagozism, that premium to lazinees, that cover to all man- ner of waste, profligacy, and raseality, known 8 the corporation « “work sys.em,” but which should wore properly be sisled the day'eplav sy-tem. ‘This is the precious system which has had full swing for the last two years, the corporation indebtedness has been in- creased a million of dollars, and another mil- hon, realized in the shape of increased taxes has been sunk, in addition t> the o-wal taxes. ‘This is the system of “‘day’s work” under which we have seen droves of yawning idlers loating about the curbstones, going through the mo- tions of digging weeds from the gutters, with knive~—at two dollars perday! This is the sys- tem which bas set the same style of lolling loafers at work “by the day,” grading and gravel- ing the streets, and under which system the cost of excavating has been increased from 15 cents per yard (contract) t> $125 per yard, and in some cases, as in south ( siveet, for instance, tothe enormous cost of $1.5) per yard. This is the system of proiligacy, rascality and dema- gogiem that has leaded such a trightial bur- den of debt upon the tax-payers of Washington, and this is the system that Mesers. McCathran, Stewart and the rest wish to perpeiaat>. They Seem to imagine that by supporting this system they will make themselves “‘popular;” that they Will ingratiate themselves with the workingmen. ‘There never was a greater mistake. The real workingmen bave no sympathy with this mode of supporting lazy loafers, maintained simply as voting material, at this enormons cost to the tax-payers. Many of them are tax- payers themselves, and all of them know that this ruinous syst2m would speedily swamp the niechest city that the san shines on. Has it not leaked through the hair of Messrs. If there is an ordinance against this unmitigated nuisance let the police evecate it; if not, then, forthe beanty and safety of all the tower gardens in the city, let the Councils pass one. —Chrenicle. ‘The Chronicle is right. ‘There is no other city pretending to the name of a city in the land where hogs, cows and goats are permitted to run at large as in Washington. The Mayor ha< issued a proclamation declaring that the law shall be enforced, and we hope to seo a reform— an enforcement of the law in earnest and all through the year, not a ridiculous raid for a single day upon the vagrant animals, such a: indulge in once every year. —_—_—_—ee- Ending of the War Expected. It will be seem by our telegrams that in Eu- ropean financial circles a speedy end to the war is augured from the Prussian victories. The business men of New York take the same view of it, as will be seen by the following from the New York Express of last evening: “In Wail street to-day the Prussian victory had a marked effect upon the course of speci- lation, and was the all-absorbing topic of con- versation. The fall in gold and the rise in bonds Caused some surprise, as a very large Rumber of Speculators were operating on the theory that a great battle between the contending parties | would mean 3 long war, and, therefore, goid would rise and securities fall. The course of the markets, on result of the first great | battle, may need some explanation to these of our readers who are taking their summer vaca- tion. The German community in Wall street as @ general thirg, or at least that portion which is moving actively in the muarket~ at present, argue that a Prussian victory means either the intervention of Kussia or England, or the expulsion ot the Bonaparte | family from France and the placing of a Bour- ton on the throne by an internal revelution, or possibly the establishment of a Republic. "In either of these contingencies the Germans be- Heve that the war wil close. This view of the case causes them to vent their enthusiasm fn the selling of gold and the buying of bonds. Opposed to this German view of the question is the American idea of the situ- ation in Europe. The Americans in Wall street ae a rale believe that the Prussian ict a1 means the prolongation of the war. Their becis for this theory, is the fact that Na- poleom bas thrown bis dyuasy into the reach,and is virtually fighting to unit? the French people and place bis son onthe Uirone. ‘The Americans argue that if Napoleon had ned the first victory he could afford to have en magnanimous and offered terms to Prussia, which would have ended the war and accom- Plished bis desired objects; but having been | defeated and having about a million of men in the teld, he must Sight to the bitter end in order | to save hisdynasty. In this view of the situation the American portion of Wall street penerally | believe ina rise of gold. and a fall in bonds. ‘Thus the public has an interior view of the sit- uation in the Geld Kioom and on the Stock Ex- change. ‘The operations of the Germans in this market are on a greater scale of magnitude than those Of the Americans, and these operations are con- ducted with much boldnes=; consequently in ‘Wall street to-day, asonu Wednesday and Satur- day, the victory was with the Germars The speculative intereat in Wi tered chietly im the Gold Koom, where con- sider excitement prevailed, with a large Drsiness and wide tuctuatio: The Prussian victory caused free sales on the part of the Ger- mans, and many weak speculators were forced to follow suit. This sent the price of gold reeling downwards, and it took a further plunge when it Was announced that bends bibgy | to Sig in London and 85 to 884 in Frankfort. The market opened on the street at an early hour and the Hirst sales were at 13), but the price quickly declined to 119%, and almost immediately ral lied to 115%, where it remained @ short time. It was not long, however, before gold wasoffered by the millions, and the price tumbled t> 1159,. At the formal opening of the board the first | recerded sale was at 119, but this was followed by & decline to % 19g. After this 11% to 119% for some time. but finally tell to J18%,, the lowest point of the day. That is to say, while asserting jor homeopathy that it is the only system that claims to be based on immutable law. and not upon contradictory theories, he concedes that | the professors of allopathy have discovered many a drng that is reliable. Thus he holds to the use of the “specifics” of allopathy so long as the homeopathic physicians have no reme- dies, which, in smaller doses, will replace the drng, as, for instance, the use of quinine for “malarieus intermitlent fever. So of “ adjuvants a class of remedial which assist in the removal ot disease withont having any specific action on the di se itselt, or the morbitic agent that induces disease, as emetics in a case of swallowcd poison, cathar- tics in impaction of the intestines, chloroform in surgery. Dr. Verdi does not believe in ignor- ing al class of remedial agents, becaase they are not in the shape of intimitessimal glob- ules. The same with antidotes. He holds that it is practicing neither allopathy or homeopa- thy to give a patient a drug that will indace a chemical reaction upon the matter swallowed or render it inert. But if the system has been af- fected by the poison, and the coats of the stom- ach are intlamed in’ conscquence, then there is a disease ty treat, and the homeopathic physi- cian will treat it according to the law of similiar similitus curantur, instead of the law of contrarit ‘on(rartis curantur. To up, Dr. Verdi argues stoutly against nd egotism on either side. He urg.- he ailopaths that it is time to drop their ance, and honestly investigate a system is now practised by thousands of scientitic medical men and adopted by millions of thi | ing people. and use the good they may tind in it for the benetit of their patients. At the same time he advises the extreme bhomeopaths not to fall into the error of bigotry, so warmly dis- claimed by Hahnemann, or to suppose that the usetul existence ot homeopathy, a vigorous growing tree, is inconsistent with the flourishing of other plants in the same field.
