EV ENING STAR. t Circulation in the District "WASHINGTON city: TEESDAY.....-.. July 19, 1870. @7 Pensons leaving the city for the summer eah have T@e STAR mailed to their address by ordering the same at the office. Terms 50 cents per month. ssee- A Remarkable Case of le Case Spontancons ‘The Board of Aldermen were in session from S o'clock last night until 6 o'clock this morning, ‘and the greater portion of that time was oceu- pied by the Bowen Fight—Messrs. Connolly, | Crocker, Chase, Davis, Stewart, Champion, ' Baker and Slater—in the vain attempt to w: | gle out of the disagreeable position they have | placed themselves in by their factious attempt | to create a deadlock, and thereby impede | the carrying out the reform measures or- dained by the immense popular major- ity that put Mr. Emery into power, With almost ludicrous haste and volubility they seek to deny that their engineering of Monday night week in opposing, or contirming certain nominations with such singular concord of action, was the result of any previous arrange- | ment or caucausing, or was dictated at all by the old Bowen ring. ‘The stereotype “5 yeas, $ nays” kept up through the entire evening was a chance combination, such as mathematicians | tell us might occur one time, perhaps, in a thousand million of “happenings.” It was a pure case of spontaneous combustion on the part of these eight gentlemen. They came together that memorable Monday night Without an idea that it was to happen to them. ‘They were all disposed to give Mr. Emery’s ad- Ministration a fair support, and Presently, with- Out the slightest hint, spasm, qualm at the sto- mach, or other premonition, it came over them to go off in one united blast of opposition! Not ‘s soul of them has set eyeson Mr. Bowen since election (who has?); they doubt if they would know William A. Cook if they met him; they have but the vaguest recollection of a party named Morse, and are uaive they have not exchanged a word with him; and they don't know, absolutely, whether Himber’s name Should be pronounced Hime-ber or Him-ber. They don’t know “nuffin”—don't these eight remarkable Negatives! And in the face of their wholesale rejection of the most unexceptionable nominations on Mr. Emery’s list, they have the assurance to claim } that they are willing to contirm any who are Re- publicans and who are competent. The truth is, attempt to disguise it as they may, their sole course has been to bolster up Bowen's corrupt ring, to gratity Bowen's spite, and to punish Bowen's enemies. What objection oould there be to Mr. Crane’s Republicanism, save the fact that he opposed Sayles J. Bowen, and was the first to expose the infamous Donovan contract? | ( ‘What have they to assert against the Republi- eanism of George Hatton, save that as a colored | man he denounced the shabby treatment re- ceived by him at the hands of Sayles J. Bowen? What against the Republicanism of Mr. Wilson, Superintendent of Public Schools, save that he was not a Bowen Kepubifean? What against | ° Carey White. the staunchest of Republicans? And 90 of the various other nominations. > And what effrontery is it in Mr. Connolly anit the rest of them to get up their “ horror” res- olutions over the fact that by the unanimous approval of the Senate District Committee a | be prosecuted to the lex ay 16-60" og clause was pat on the appropriation bill to limit the powers of the factious Bowen party for mis- chief in the Aldermen, and which clause was defeated in the House through the efforts of the Bowen party. It was the most shameless im- ! pudence on the part of Mr. Co: others to prate about this legisiati famous frand™ in view of the fact f iy and tt e as « thi ok 2M power T.0r ef ednfir 1 ma he o m of the Fs Bowen did no into power. the work so weil, and so Was returned to t * wiministration was character less and zing Co! r al legisla t the will of the pe and a Provide for his own tool, Now, when the pxople by # majority of ove three n Re public sed, thr: airs th Bi the B NING ve em TICE EXCELS1O IDG every Webakebay ‘é ferd'= Hall, corn | ss cy fue. Since his | withdrawal from public lite, Mr. Ashman had spent much time in Washington, where he had | ge cirele of devoted and admiring friends, who will hear of big death with profound re- set, although, on account of his Jong and pain- ful illness, this mournfal event was not unex- pected. A mau of unusually strong intellect and bril- liant social qualities, Mr, Asumun was a man much greater in nature and capacity tham in deeds. Had he so desired, he might have occu- | pied places second to none. As it was, his life seemed wasted,—his destiny unfulfilled; and! his death gives renewed force d pathos to the poet's lines: “Of all sad words of tongue ‘The saddest are these: % ttmvight havo Been.’ +2ee- | ‘The Baltimore and Ohio railroad company | was fined $5,000 for contempt of court at Parkersburg last week. The offence consisted | innot obeying an injunction issned by the Cir- cuit Court some time ago, and in announcing his decision, Judge Loomis directed that the the property of the road, its trains, moneys and credits.and hold them subject to the future order of court, and if the order of the court was not complied with, the rule might be enlarged on the following day when another order might be applied for and farther penalties imposed. 02-5 ‘The census returns from New York city cx- hibit some startling inconsistencies in the num- berof inhabitants in some of the wards, and the number of voters at the last election. The dis- crepancies are partially explained on more legit- imate grounds, but enough remain to indicate extensive repeating and other frauds at the bal- lot box. The seventh district of the twenty- first ward, for instance, returns a population of 700 which ought to give about 140 voters, but at the last election over 500 ballots were cast. There ts a goed ing te Reade’s novel “Put Yourself in His Place.””’ When Henry, the hero, is consulting Jael about his lost. love, he says: “But how am I to let her know I promise’” “Idon'tknow. How does everybody let every. body know things now-a-days? They advertise.” Of course they do—in Tur Star. = +w0e- WE HAVE DECLARED WAB AGAINST HIGH PRICES, BY OFFERING OUR ENTIRE STOCK 0 SUMMER CLOTHING, AT COST FOR CASH QNLY" You WILL ADP TO YOUR COMFuRT, BAVE YOUR M AND IMPROVE YOUR LOOKS BY BUYING YOUR SUMMER CLOTHING aT HABLE BR oy 335 PENNSYLVANIA AVENUE.
