Parafol. i quite ill from the effects of the warm weather. ‘TRE QUID NNCS have finally settled that the Attorney General's name is pronounced Ake- er-man and not Ak-er-mai ALDERMAN CoNNOLL Y's EXPLANATION derman Connelly, who seems to have a good deal to explain, rose to a personal explanation last night, in which he had considerable to say about Tue Stan. His allegation that the mem- orable proceedings of th their way into THE STAR through the sugges- tion er dictation of his colleague from the Third Ward, is singalarly. childish. And Mr. Connolly certainly could not have been so ignorant as he professed of the position occu- hepherd toward Tre Stan. He knew, or ought to have known, that Mr. herd is associated with three other gentlemen in the ownership of Tuk STAR, no one ef whom has a preponderating share. And, sv tar from Mr. Shepherd favoring us with suggestions, we have to say that our complaint is juite in the ‘her direction. We have that high appreciation of his sagacity and practical. cominon-sense ideas that we should like to * interview” him much oftener tian we are able to in his busy career. If Mr. Connoll: any intigence over his colleague, and will indace him to report at least once a day at Tak STAR offic gestions that ocear to him we wi rfully forgive Mr. C. all the harsh things he has said about this paper. But Mr. Sh d seems to prefer to express his views from his seat in the Board of Aldermen; and no one can say that he does not express them with ability and very much to the point. As for Taz Star, it has been in the habit, during our entire knowledge of it—and we have been connected with it for more than fifteen years—ot showing up all sorts of hum- bugs, frauds, dead-beats, political shysters, Turveydrops, knaves and noodles, without fear or favor, and very much to the satisfaction of the public. It is not quite likely that so live and active a newspaper would need any prompt- ing to enter upon 60 rich a tield of glean- ing as that presented by the action of the Ne- gative Eight in the Board of Aldermen. We were indebted to the junior Alderman from the Third Ward, however, for the mischievous suggestion that a glance in the direction of his colleague’s desk would show that gentleman in the act of laboriously consulting the list of nominees, provided to enable him to vote ac- cording to programme. Mr. J. W. SANpERsoN, of this ¢’ has been appointed to a clerkship in the Census Bureau. MR. PRELINGHY ySRN’S commission as Minis- ter to England was made out and sent te him on Saturday. A Canarp.—Phere no truth in the rumor that the President contemplates reealling Mr. Bancroft, our Minister at Berlin, and sending to that court in his place Hon. Robert Schenck. of Ohio. ASSISTANT SECRETARY OF THE TREASURY, J. F. Hartley, will leaye here in.a few days for his old home in Maine. After spending a week there he will make a tour of the lakes, returning to Washington the latter part of August, A WarnrnG.—Baron Gerolt, Minister of the North German Union, residing here, has in- strueted all Prussian Consuls at our seaports to notify North German ships to beware of French cruisers on the high seas. Tue Presipenr received a large number of visitors this morning, and at noon the Cabinet met, remaining in session most of the after- noon. ‘This is the last Cabinet meeting for sev- eral weeks probably, as the President leaves here for Long Branch on Thursday. MILITARY ComMIssion TO Evrors.—The President, it is stated, contemplates sending General Sherigan or General Schotield to Ku- rope, to witness the war there, and profit by foreign inventions n arms, #¢cou r-ment-, &c. A commission of three American Officers was scnt over during the Crimean war. Tre Boarp oF Naval OPricers which has been in session at the Navy Department for the past year to examine into the various improve- ments in ordnance, <c., having completed their duties, has been dissolved, and the report sub- mitted to the chief of the bureau, Commodore Case. APrornTEn CHIEF or BuREAU.—The Secre- tary of the Navy has appeinted Commodore Wm. Keynolds chiet of the Bureau ot Equip- ment and Recruiting, at the Navy Department, in place of Kear Admiral M. Smith, who re- signed that position to accept the command of the Washington Navy Yard. The Wan—ImvorTayr.—Information was received by Secretary Fish this morning to the effect that both France and Prussia had <dc- termined to observe the Paris treaty of 1866, the provisions of which were that there should be no privateering, and that neutral goods found in an enemies’ vessel should always be re- spected. Green Houses vor THE AGRICULTURE De- PARTMENT.—The Department of Agriculture having obtained an appropriation for the erec- tion of greenhouses for the propagation of medi- cipal, textile and economic plants, invited bids for various parts of this work; and among numerous competitors the following have been successful as the lowest responsible bidders:— John Wise, fer brick work; M. G. Emery Bro.. cut stone; J. W. Drane, carpenter's work. chol, painting. he green-houses will be 320 feet in total length, and consist of two end pavilions of 3) feet square, semi-circular, ornamented win- dows and door openings, cupola roofs and venti- lators; further of two plain connecting wings, each being 100 feet long, and of a grand central ny ilion, similar in style to the end pavilions, ut having 60 feet tront. ‘The whole will have a base of cut Seneca sand stone 30 inches in height, the superstructure to be painted in appropriate party colors. The work will be pushed with all energy, so as to have the erections ready for the coming winter season. Tbey are destined to be a large additional attraction to these now so popular yunds onthe public mall, between 12th and sth streets. ‘The plans have been furnished by Mr. Adolph Cluss, architect, who will superin- tend the erection. For the groundwork of them the department is indebted to its efficient land- scape gardener, Mr. Wm. Saunders. — -20e- MARRIED WOMEN’S PROPERTY.—In England, at the present time, says All the Year Round, a married woman, so far as the passession of property is concerned. is, in the eye of the law, simply 4 non-existent pe: . At common law there is but one person ina matrimonial partnership, and that person is the husband. Under this singular system a wite, on he! warriage, is supposed to make her hus- band un’ absolute gift ot all her prop- erty. He may do what he likes with it and she has no sort of claim upon i trom the moment of the marriage. if she be fortunate enough to be possessed of real estate as a spinster, it avail her little in her changed condition. The husband is entitled to Feceive the rents and profits of the wife's estate, and to spend them as he pleases. There is, ob- viously, a little mistake in the marriage service somewhere. It is, im fact, the wife who endews her husband with all her worldly goods. It ix true that the husband professes to endow the wife, but that is nothing but a pleasant fiction, a merry little jest. This irresponsible power w! the man enjoys over the woman's pro- rty applies not only to such property as she ay have brought withher at her marriage, t to avything and everything she may ac. quire afterwards, The wife, being a nobody in law, is incapable of neopp | into a contract, she cannot sue or be sued, and is, consequently, guite unable legally to earn anything whatever. f she work for wages, the wages are her hus- band’s. If she writes a book, she has nothing todo with the profits. If she paint a picture, the price of it is not her own. And bere is one of most fertile sources of hardship; here is the arate Tosa, hear so much, once. The usbands, there ig no doubt, bave it all their own way. Naval Onpens.—Commander Wm. G. Tem- ple has been detached from duty as a member of the ordnance board recently in session at the Navy Department and ordered to duty in the Ordnance Bureau. Captain M. B. Woolsey has been detached from command of the receiving ship at New York and ordered to Washington, Commopore REYNOLDS, the new chief of the Bureau of Equipment and Repairs in the Navy Department, vice Admiral M. Smith, resigned, assumes the duties of his position to-day. Com- modore K. is both a competent and popular offi- cer, and his friends count with contidence upon asatisfactory discharge of all the duties inci- dent to his new position. GENERAL GILLMORE.—By direction of the Secretary of War Brevet Major General Q. A Gillmore, engineer corps, will, in addition to his other duties, relieve Brevet Major General J. Newton of the charge of the construction of the fortifications upon Staten Island, New York harbor. Gen. Gilmore's station during the working season wil! be in New York city, SENATOR NoRTON’s Suecesson.—The Gover- nor of Minnesota has tendered the appointment of United States Senator, to fill the vacancy caused by the death of Mr. Norton, to the Hon. William Windom, a member ot Congress from the First district. Mr. Windom has accepted the appointment. The term will expire on the 4th of March next. The new Senator was a former law partner of Mr. Norton. ‘THE LAST DISPATCHES received by Secretary Robeson from Rear Admiral Radford, com- manding the European squadron, announced that he was at Cherbourg, France. The Secre- tary is of the opinion that the cause of no news being received now from Admiral Radford is that the French have control of the cable, and of course monopolize it in the interests of the French government. LEARNING PROM THE BELLIGERENTS.—Secre- tary Robeson has instructed a number of our prominent naval officers on duty in the Euro- pean squadron, to make careful observations of the naval operations, armament, Xc., of the ships of both France and Prussia, and report to the Department, with « view of giving our navy the benefit of such improvements in modern naval warfare as may be learned from the na- tions now at war.
