Major — Grins the T i his As usual on the night when nominations are acted upon in the Board of Aldermen, the Chamber was thronged last night with a crowd of anxious or curious ones. it was noticed, too, as rather significant, that the old Bowen City Hal! Ring were present in force, headed by Major Morse, and that they all seemed in excel- lent spirits. It had been intimated in a Bowen Sunday paper that the majority in the Board of Aldermen had had a caucus arrangement, and had determined to array themselves in tactious opposition to Mayor Emery’s appointments, but it had been supposed that this statement merely expreseed the wishes of the paper in westion, or the old Bowen clique speaki rough it. It was not supposed possible that Aldermen of standing and inte! nee could be setuced into any arrangement designed merely to bolster up the fortunes of the detested Bowen ring,or play into the hands of those who had private malice to indulge. And inthe tace of the immense popular majority that swept that corrupt ring out of power, and elected a reform administration in its place, it seemed scarcely Possible that or Aldermen, because they were not reached by this popular tide, through | hold- img over, or who had been elected by es through pledges not to oppose h minis tration, would undertake to prevent the public will frou being carried out in the way of reform measures. was soon evident, from the preliminary wots in the board and from the rulings of , that a Be ring-compination had Teally been effected against the Mayor's nomi- | 7 mations, and soon the rumor ran around the | room that the whole thing had been fixed” at caucus at which Sayles. Bowen presided aid Willa J. Cook was secretary. As the Bowen men entered the chamber it was noticed that each in turn was“interviewed” by Major Wm.S. Morse, the Bowen ring con- tractor for the Second Ward; and whenever in the course of the evening any of these Alder-% men seemed in doubt on any point they straight- way repaired for instruction to Morse, who seemed to be the fugieman of the occasion. Henry Himber, the notorious Bowen striker for First Ward, took his stand directly behind the chair of President Crocker, evidently with a view of boesing things in that quarter. He evinced his perfect approbation of the entire mgs, and after the rejection of Walker bite as as. of the First Ward, gave an especial snort of satisfaction, flourishing his id-beaded cane meantime with great anima- When the proceedings were entered upon, the Aldermanic “ring” refused to have the nominations voted on viva coce, aud insisted |! And finally as the chair, with a finsh of what must have been something like shame made the continuous announcement, «The te! rs report thirteen votes—tive in the afirma- tive and cight in the negative therefore declare the nomination rejected.’ the audience responded with derisive laughter, and the thickest >kinned Bowenites of Board seemed searo thew heads as if it began to leak through their hair that they were doing something not particularly ys aiseworthy. “The inquiry was raised amongst fators as to who were the famous * eeht who chore to link their fet tunes with the corrupt Bowen ring, and it w: soon developed that they were = S.
